WASHINGTON — North Korea declared on Tuesday that it had detonated its first hydrogen bomb.

The assertion, if true, would dramatically escalate the nuclear challenge from one of the world’s most isolated and dangerous states.

In a brief announcement, North Korea said that the test had been a “complete success.” But it was difficult to tell whether the announcement was true. North Korea has made repeated claims about its nuclear capabilities that outside analysts have greeted with skepticism.

“This is the self-defensive measure we have to take to defend our right to live in the face of the nuclear threats and blackmail by the United States and to guarantee the security of the Korean Peninsula,” a female North Korean announcer said, reading the statement on Central Television, the state-run network.

The North’s announcement came about an hour after detection devices around the world had picked up a 5.1 seismic event along the country’s northeast coast.

It may be weeks or longer before detectors sent aloft by the United States and other powers can determine what kind of test was conducted.

The tremors occurred at or near the Punggye-ri nuclear test site, where three previous tests have been conducted over the past nine years.

In recent weeks, the North’s aggressive young leader, Kim Jong-un, has boasted that the country has finally developed the technology to build a thermonuclear weapon — far more powerful than the low-yield devices tested first in 2006, then in different configurations months after President Obama took office in 2009 and again in 2013.

The announcement she read said the test had been personally ordered by Mr. Kim, only three days after he signed an order on Sunday for North Korean engineers to press ahead with the attempt.

On Wednesday in Korea, the North Korean announcer said that for the North to give up its nuclear weapons while Washington’s “hostile policy”continued was “as foolish as for a hunter to lay down his rifle whilea ferocious wolf is charging at him.”

Satellite photographs analyzed by 38 North, a Washington research institute that follows the North’s nuclear activity closely, showed evidence of a new tunnel being dug in recent weeks.

Another test by itself would not be that remarkable. The North is believed to have enough plutonium for eight to 12 weapons, and several years ago it revealed a new program to enrich uranium, the other fuel for a nuclear weapon.

But if the North Korean claim about a hydrogen bomb is true, this test was of a different, and significantly more threatening, nature.

Washington Post:

North Korea says it has conducted a successful hydrogen bomb test

By Anna Fifield January 5 at 11:26 PM
TOKYO — North Korea claimed Wednesday that it had successfully tested a hydrogen bomb, a claim that, if true, would mark a huge step forward in its nuclear capability.

“We’ve carried out a hydrogen bomb test,” a newsreader on the state-run Korean Central Television station announced in a special broadcast from Pyongyang.

“North Korea was forced to develop its nuclear arsenal because of the U.S.’s hostile policy against North Korea,” she said. “However, as a peaceful nation and a nuclear powered-nation, North Korea will be a responsible state and will not use its nuclear power before [an attack] and will not transfer the technology to others.”

There was some skepticism about the claim, with nuclear experts noting that the yield appeared to be similar to North Korea’s three previous atomic tests, rather than the “enormous” yield that would be expected if it had been a thermonuclear test.

Either way, Pyongyang’s provocative action will present a new challenge to the outside world, which has struggled to find ways to end North Korea’s nuclear defiance.

“North Korea’s fourth test — in the context of repeated statements by U.S., Chinese, and South Korean leaders — throws down the gauntlet to the international community to go beyond paper resolutions and find a way to impose real costs on North Korea for pursuing this course of action,” said Scott Snyder, a Korea expert at the Council on Foreign Relations.

Kim Jong Un’s regime hinted in December that it had built a hydrogen bomb to “defend its sovereignty and the dignity of the nation.” Some analysts were doubtful, saying the young leader appeared primarily concerned with trying to bolster his legitimacy.

But on Wednesday, North Korea said in a special broadcast that it had carried out a “successful” hydrogen bomb test. “With this hydrogen bomb test, we have joined the major nuclear powers,” the newsreader said.

Hydrogen, or thermonuclear, bombs are exponentially more powerful and destructive than atomic devices. An atomic bomb uses fission to break up the atomic nucleus and release energy, while a hydrogen or thermonuclear bomb uses fusion to add to the nucleus. This leads to an enormous explosion resulting from an uncontrolled, self-sustaining chain reaction.

Kim has repeatedly asserted North Korea’s status as a nuclear-armed country and has resolutely refused to return to multilateral talks aimed at persuading it to abandon its nuclear weapons program.

North Korea had conducted three nuclear tests since 2006 but only one during Kim’s reign, in February 2013.To the surprise of many analysts, there had been no fourth test.

Then, there were signs of unusual seismic activity around North Korea’s main nuclear test site Wednesday morning, sparking fears that Pyongyang ordered the detonation of another atomic device two days before Kim’s birthday.

Eight countries. 2,054 nuclear tests. 70 years – mapped VIEW GRAPHIC
Earthquake agencies in China, Japan and the United States all recorded unusual seismic activity in the northeastern corner of North Korea at 10 a.m. local time Wednesday.

The U.S. Geological Survey recorded a shallow 5.1-magnitude quake about 20 miles from the facility at Punggye-ri, where North Korea has carried out its three previous nuclear tests. Japan’s Meteorological Agency said that it appeared to be some kind of artificial explosion and that the waveform was very similar to the ones detected at the past nuclear tests, public broadcaster NHK reported.

Many analysts have been surprised that such a long period has passed without another test, because it is by testing that North Korea can advance its program.

“I think they have a technological path in mind,” said Jeffrey Lewis, a nuclear expert at the Middlebury Institute of International Studies in Monterey, Calif.

In December, Lewis noted that satellite pictures showed North Korea appeared to be building a new tunnel at its nuclear test site, warning that the Pyongyang regime might be preparing to conduct a fourth atomic test. “There is a lot of tunneling at the test site, which could mean they have a bunch of tests planned,” he said.

Although analysts were still awaiting more data, Lewis said that Wednesday’s explosion looked very similar to past tests and was not enormous, suggesting it was not a hydrogen bomb.

In Seoul and Tokyo, the governments called emergency national security meetings to discuss the possibility of a nuclear test.

“This nuclear test by North Korea is a major threat to our country’s security, and I absolutely cannot accept it,” Japanese Prime Minister Shinzo Abe told reporters in Tokyo on Wednesday. “Also, it is clearly a violation of United Nations Security Council resolutions so . . . we will take strong measure, including steps within the U.N. Security Council.”

Joel Wit, a former U.S. diplomat who runs the 38 North website dedicated to North Korea, said that the purpose of the test remained unclear.

“What is clear is that North Korea is moving forward with its nuclear weapons program and that the United States, China and the international community need to come up with more effective ways to deal with this growing threat,” he said.

Yoonjung Seo in Seoul and Yuki Oda in Tokyo contributed to this report.

[Full story]

North Korea says it has successfully carried out a hydrogen bomb test, which if confirmed, will be a first for the reclusive regime and a significant advancement for its military ambitions.

A hydrogen bomb is more powerful than plutonium weapons, which is what North Korea used in its three previous underground nuclear tests.

"If there's no invasion on our sovereignty we will not use nuclear weapon," the North Korean state news agency said. "This H-bomb test brings us to a higher level of nuclear power."

A senior U.S. administration told CNN it could take days to obtain the scientific data to determine whether this was a successful test.

The South Korean defense ministry said it too could not immediately confirm the tests's success, but the country's foreign ministry hastily convened an emergency meeting. Officials in Japan were also holding discussions.

The test took place at 10 a.m. local time, the regime said in a televised statement.

The seismic event, which measured the event at a magnitude of 5.1, occurred 19 kilometers (12 miles) east-northeast of Sungjibaegam, the United States Geological Survey said.

A big 'if'
In the past, North Korea has tested fission weapons, which break large atoms like plutonium, into smaller atoms, creating considerable energy.

Fusion weapons, such as hydrogen bombs, use fusion to combine small atoms -- such as hydrogen -- to create much larger amounts of energy.

Nuclear weapons based on fission typically have a yield of around 10 kilotons, while nuclear weapons employing fusion can have a yield measured in megatons.

A hydrogen bomb is hundreds of times more powerful than the atomic bomb that devastated Hiroshima in 1945.

The North Koreans have signaled for some time the test was a possibility, said Mike Chinoy, with the U.S.-China Institute at the University of Southern California.

"Kim Jong Un made public statement a few weeks ago saying that (the country was) developing a hydrogen bomb."

But, said Bruce Bennett, North Korea's claims ought to be taken with a grain of salt. Bennett is a senior defense analyst at the nonprofit, nonpartisan Rand Corp.

"North Korea appears to have had a difficult time mastering even the basics of a fission weapon," he said. "This suggests that unless North Korea has had help from outside experts, it is unlikely that it has really achieved a hydrogen/fusion bomb since its last nuclear test, just short of three years ago."

Regional response
The development illustrates the continuing challenge North Korea poses to its neighbors and the world.

"We have consistently made clear that we will not accept it as a nuclear state," said a spokesman for the National Security Council. "We will continue to protect and defend our allies in the region, including the Republic of Korea, and will respond appropriately to any and all North Korean provocations."

The North Koreans have signaled for some time the test was a possibility, said Mike Chinoy, with the U.S.-China Institute at the University of Southern California.

"The fact that the test has taken place, assuming it was successful, complicates the situation in Northeast Asia," he said. "Beijing had been becoming more friendly."

Being more warm and cordial was hoped to restrain North Korea but now this places the Chinese authorities in a big dilemma.

South Korea has also said a fourth test would be a watershed moment that would warrant a response, Chinoy said.

There is currently no diplomacy from the U.S. to restrain the nuclear development, so this test "also puts the U.S. on the spot.

"Will any of their steps do anything to restrain North Korea? My guess is probably not."

Japan quickly issued a strong condemnation, saying the test was a "serious threat" to its security.

"It clearly violates the UNSC resolution and is a serious challenge to the nuclear non-proliferation efforts," said Japanese Prime Minister Shinzo Abe.

Heavily militarized country
North Korea's internationally isolated regime is a heavily militarized state with a huge standing army of 1.2 million active soldiers and 7.7 million reservists.

But its conventional weaponry is dated, with limited effectiveness, and it has looked to developing its nuclear capabilities to project power internationally.

The country declared it had nuclear weapons in 2003, and conducted nuclear tests in 2006, 2009 and 2013.

In May last year, it said it had the ability to miniaturize nuclear weapons, a development that would allow it to deploy nuclear weapons on missiles. A U.S. National Security Council spokesman responded at the time that the United States did not think the North Koreans had such a capability.

David Albright, a former U.N. weapons inspector, told CNN last year that Pyongyang could already have 10 to 15 atomic weapons, and that it could grow that amount by several weapons per year.

He said he believed Pyongyang had the capability to miniaturize a warhead for shorter missiles, but not yet for intercontinental ballistic missiles capable of reaching the United States.
