[뉴욕=민족통신 종합]뉴욕동포들 350여명은 21일 오후4시 뉴욕의 한국총영사관 앞에서 유엔(UN) 함마슐드 공원까지 거리행진을 벌이며 '세월호특별법 제정'을 촉구했다. 한편 샌후란시스코 동포들도 이날 오후 1시께 벤네스 시청앞에서 모여 오후2시까지 유엔플라자 앞까지 행진을 벌이며 박근혜정권의 세월호사건과 관련된 특별법 제정을 촉구했다. 이날 양대도시 시위에서는 재미동포들의 공동성명서도 발표(아래 별첨 참조)되었다고 뉴욕의 '세월호특별법제정촉구 재미동포 유엔 대 행진시위 간사인 김동균 목사가 밝혔다.
이날 시위동포들이 외친 구호들과 공동성명은 다음과 같다.
1) 수사권 기소권 포함 세월호 특별법을 제정하라
2) 철저한 진상규명 세월호 특별법을 제정하라
3) 성역 없는 철저수사 책임자를 처벌하라
4) 세월호 사고, 대참사 만든 청와대가 책임져라
5) 사라진 7시간, 사라진 아이들, 진실을 밝혀라!

| <세월호 특별법 제정촉구 재미동포 공동성명서>
수사권 기소권 포함 세월호 특별법을 제정하라
세월호 참사 과정에서 총체적 무능함을 드러내고 국정 최고 책임자로서 세월호 문제를 해결 하려는 의지가 전혀 없는 박근혜는 수백명 아이들의 죽음에 책임이 있다.
2014년 4월 16일 세월호의 치명적인 침몰로 300명의 한국 아이들이 죽은지 벌써 150여일이 지났다. 이 참사 얼마 후 박근혜는 국민 앞에서 왜 사고가 났는지, 그리고 왜 구조 작업이 완전히 실패해서 배 안에 갇힌 한 사람도 구해내지 못했는지에 대해 진실을 밝히기 위한 철저한 조사를 하는 데에 최선을 다 하겠다고 약속했다. 그녀는 또한 필요하면 언제든 만나주겠다며 희생자들의 유족들을 위로했다.
희생자 가족과 국민들, 그리고 우리 재미동포들은 이 참사에 대해 철저하고 독립적인 조사가 이루어질 수 있는 특별법안을 제정할 것을 요구해 왔다. 그러나 그 법안은, 심문을 위해 누구든 소환할 수 있는 조사권과 이 사고에 대해, 그리고 실패한 구조작업에 대해 책임이 있는 누구라도 기소할 수 있는 기소권을 조사위원회에 부여하기를 원치 않는 집권 여당의 반대로 국회에 계류(繫留)중에 있다. 결과적으로, 그 사고에 대한 진상조사 노력에 있어서 이제까지 이루어진 것이 아무것도 없다.
보도에 따르면 박근혜 대통령은 그 참사 당시 7시간 이상 자리를 비웠고, 결국에는 그녀가 아이들을 구조하기 위해서 모든 노력을 다 했어야 할 순간에 총괄통제사령탑을 부재 (不在)한 채로 내버려 두었다. 더군다나 그녀는 가족을 잃은 유족들에 대한 측은한 마음도 보이지 않았고, 그 사고에 대한 진실을 밝히고자 하는 진정 어린 노력도 보여주지 않았다. 심지어는 그녀를 보기 위해 간청해온 희생자 가족의 바램 조차도 외면했다.
우리는 이 재난으로 너무나도 많은 우리의 소중한 아이들을 잃어버렸고, 유족들과 함께 그들의 죽음을 애도한다. 만약 정부가 즉각적으로 행동을 취했다면 그 아이들은 구조될 수 있었기 때문에 우리는 극도로 슬프고 분노한다. 박근혜 대통령과 그녀의 정부가 이 재난을 조사하려는, 그리고 이와 같은 사고가 미래에 두 번 다시 일어나지 않도록 확실히 하려는 어떠한 의지도 보이지 않고 있기 때문에 우리는 더더욱 분노한다.
우리는 이에 다음과 같이 묻는다:
1. 세월호 참사가 일어났을 때 집무실로부터 사라진 7시간 동안 박근혜 대통령은 어디에 있었는가?
2. 그 시간 동안 대통령 집무실로부터 구조작업을 위해 어떤 지시들이 내려졌는가?
3. 세월호의 경영에 국정원이 깊이 관여한 것으로 보아 세월호는 국정원 소유인가?
이에 우리는 다음과 같이 촉구한다:
1. 수사권과 기소권을 가진 특별위원회를 설립하기 위한 특별법을 제정하라.
2. 참사에 대해 철저하고 독립적인 수사가 즉각적으로 이루어져야만 한다.
3. 박근혜 대통령은 7시간 동안 그녀가 어디에 있었는지 밝혀야만 한다. 국민들은 알 필요가 있다.
4. 참사에 책임이 있는 모든 사람들이 밝혀지고 죄에 따라 처벌받아야 한다.
5. 300명의 아이들의 죽음에 책임이 있는 박근혜 대통령은 즉각 물러나야 한다.

세월호 특별법 제정을 촉구하는 재미동포들
Enact the Sewol Special Law to establish a Special Committee with the Power to investigate and to indict
Over 150 days have passed since the death of 300 South Korean children from the deadly sinking of the ferry Sewol on April 16, 2014. Shortly after the disaster President Park Geun-Hye promised, in front of the nation, that she would do her best to investigate thoroughly to uncover the truth about how the accident had happened and how the government had failed so completely in its rescue efforts, saving no living passengers from the wrecked ship. She also tried to comfort the families of the victims, saying that she would meet them in person whenever they needed her.
The families of the victims and the public have demanded a Sewol Special bill to be enacted for a thorough and independent investigation into the disaster. However, the bill has been sitting in parliament due to the objection by the ruling party which did not want to give the authority to the investigation commission to summon anybody for questioning and to indict whoever is found to be responsible for the accident and the botched rescue operations. As a result, nothing has been done until now to the fact-finding efforts about the accident.
President Park Geun-Hye was reportedly missing for over 7 hours at the time of the disaster and, therefore, left the control tower absent when she should have gone above and beyond to save those children. Furthermore, she has shown no sympathy to the bereaved families nor sincere efforts to uncover the truth about the accident. She has ignored even the wishes of the families of the victims who have been pleading to see her.
We have lost so many of our precious children in this disaster and we mourn their deaths along with their family members. We are extremely sad and angry because the children could have been saved if the authorities had acted promptly. We are even angrier because President Park and her government have shown no will to investigate into the disaster and to make sure nothing like this will ever happen again in the future.
We need to know:
1. Where was Pres. Park Geun-Hye while missing from her office at the time of the tragedy for 7 hours?
2. What are the orders from the Presidential office for rescue operations during that time?
3. Does the ferry Sewol belong to the NIS since it was involved deeply in the management of the ship?
We hereby demand:
1. Enact the Special Law to establish a special committee with the power to investigate and to indict.
2. A thorough and independent investigation into this disaster should be performed immediately.
3. President Park Geun-Hye should disclose where she was for those 7 hours. The people need to know.
4. All responsible people in the disaster should be identified and properly punished.
5. President Park Geun-Hye who is responsible for 300 children’s death should step down immediately.
