북 외무성은 30일 성명을 발표하면서 "지난 28일 유엔안전보장리사회는 미국의 긴급요구에 따라 열린 비공개협의회라는데서 우리의 정정당당한 로케트발사훈련을 부당하게 걸고들며 《규탄》하는 불법무도한 도발행위를 감행하였다"고 규탄하고 "미국은 경거망동하지 말고 심사숙고하여야 한다. 조선반도에서 누구도 바라지 않는 파국적인 사태가 초래 된다면 그 책임은 전적으로 미국이 지게 될것"이라고 주지시켜 그 귀추가 주목된다. 이 성명을 원문 그대로 전재한다.[민족통신 편집실]

오늘 조선반도에서 새 전쟁을 막고 평화와 안전을 보장하기 위한 우리의 진지한 노력은 적대세력들의 엄중한 도전에 부닥치게 되였다.
지난 28일 유엔안전보장리사회는 미국의 긴급요구에 따라 열린 비공개협의회라는데서 우리의 정정당당한 로케트발사훈련을 부당하게 걸고들며 《규탄》하는 불법무도한 도발행위를 감행하였다.
우리의 로케트발사는 년대와 세기를 이어 지속되여온 미국의 대조선적대시정책과 침략적인 핵전쟁연습이 날로 더 강화되고있는 엄중한 사태에 대처하기 위한 우리 군대의 자위적인 군사훈련이다.
올해에 들어와 우리의 주동적이며 평화애호적인 성의와 노력에 의하여 조선반도에 완화기운이 조성되여가고있었음에도 불구하고 미국은 끝끝내 방대한 침략무력과 살인장비들을 끌어다놓고 남조선괴뢰들과 함께 《키 리졸브》, 《독수리》합동군사연습을 벌려놓았다.
그 규모와 위험성은 점차 커져 3월 27일에 시작된 《쌍룡》훈련에는 1993년이후 최대규모의 병력이 참가하였으며 무엄하게도 《평양점령》을 기본목표로 삼고 벌어지고있다.
나라와 인민의 안전을 지키고 평화를 수호하는것을 사명으로 하고있는 우리 군대가 조성된 엄중한 사태에 대응할수 있는 준비를 빈틈없이 갖추는것은 너무도 당연하다.
그럼에도 불구하고 유엔안전보장리사회가 미국의 광란적인 핵전쟁연습은 못본체하면서 그에 대응한 우리 군대의 자위적인 로케트발사훈련은 그 무슨 《결의위반》, 《국제평화와 안전에 대한 위협》으로 몰아 《규탄》하고 《적절한 조치》를 또 취하려 하는것은 절대로 용납할수 없는 처사이다.
우리가 《위반》했다고 하는 유엔안전보장리사회《결의》들에 대하여 말한다면 그것은 미국의 대조선적대시정책의 산물로서 우리 공화국의 자주권과 민족의 안전을 란폭하게 침해하며 평화적위성 발사권리마저 빼앗으려는 날강도적인 요구들로 일관된것이다.
때문에 우리는 그 《결의》들이 나오자마자 전면배격하였으며 우리에게는 거기에 구속될 리유가 조금도 없다.
잘못된 자대로 재면 그릇된 결과가 나오기마련이다.
나라와 민족의 안전을 수호하기 위한 우리의 노력이 《도발》로 되고 미국의 침략적인 핵전쟁도발책동은 《평화수호》로 비쳐지는 부조리가 생겨나는것도 바로 그때문이다.
유엔안전보장리사회가 공정성이 없이 미국의 각본에 놀아나 천만부당한 《결의》들을 자대로 내들고 우리의 정정당당한 권리행사를 한사코 부정하려 든다면 조선반도와 지역의 평화와 안전을 유지하는데 기여하기는커녕 긴장격화와 충돌만 불러오게 될것이다.
미국이 우리의 로케트발사를 유엔안전보장리사회에 상정시켜 《규탄》하는 억지공사를 벌려놓은것은 저들에게 쏠린 긴장격화의 책임을 우리에게 전가하고 우리의 《위협》을 부각시켜 아태중시 전략에 따르는 무력증강의 명분을 다지자는데 있다.
미국이 저들의 전략적리해관계로부터 유엔안전보장리사회를 도용하여 우리를 고립압살하려는 책동에 계속 매여달리는한 우리도 정당방위할 권리가 있으며 그렇게 할 준비도 다 되여있다.
미국이 《년례적》이니 뭐니 하면서 《평양점령》 등을 노리고 각종 핵타격수단들을 총동원하여 핵전쟁연습을 끊임없이 벌려놓고있는 조건에서 그에 대처하기 위한 우리의 훈련에도 보다 다종화된 핵억제력을 각이한 중장거리목표들에 대하여 각이한 타격력으로 활용하기 위한 여러가지 형태의 훈련들이 다 포함되게 될것이다.
미국이 이것을 또다시 《도발》로 걸고드는 경우에 대처하여 적들이 상상도 하기 힘든 다음단계조치들도 다 준비되여있다.
핵억제력을 더욱 강화하기 위한 새로운 형태의 핵시험도 배제되지 않을것이다.
미국은 경거망동하지 말고 심사숙고하여야 한다.
조선반도에서 누구도 바라지 않는 파국적인 사태가 초래 된다면 그 책임은 전적으로 미국이 지게 될것이다.

DPRK FM Blasts UN for Taking Issue with DPRK
over Its Justifiable Rocket Launching Drills
Pyongyang, March 30 (KCNA) -- The Foreign Ministry of the Democratic People's Republic of Korea Sunday issued the following statement blasting the United Nations for its illegal action of taking issue with the justifiable rocket launching drills conducted by the Korean People's Army (KPA):
The sincere efforts of the DPRK to prevent a new war and ensure peace and security on the Korean peninsula are facing a grave challenge of the hostile forces.
The UN Security Council at a closed-door consultative meeting held on Mar. 28 at the urgent request of the U.S. committed an illegal provocative act of "denouncing" the DPRK's justifiable rocket launching drills for no reason.
The drills were self-defensive military drills of the KPA to cope with the grave situation created by the U.S. hostile policy toward the DPRK which has been pursued for the past several decades and the evermore intensified exercises for a nuclear war.
The climate for detente is being created on the Korean peninsula thanks to the proactive and peace-loving sincere efforts of the DPRK this year. Nevertheless, the U.S. kicked off the Key Resolve and Foal Eagle joint military exercises with south Korean puppet forces with huge aggression forces and destructive weapons involved.
With their scale and danger increased, the largest-ever forces since 1993 are involved in the Ssangyong drill which started on Mar. 27. The U.S. dared declare that its main objective is to "occupy Pyongyang."
It is quite natural for the KPA to make full preparations to cope with the prevailing grave situation as its mission is to protect the security of the country and its people and defend peace.
However, the UN Security Council, shutting its eyes to the U.S. madcap nuclear war exercises, "denounced" the KPA's self-defensive rocket launching drills to cope with them as a "violation of resolutions" and "threat to international peace and security" and is set to take an "appropriate step". It is absolutely intolerable.
As far as UNSC's "resolutions" which it claimed were "violated" by the DPRK are concerned, they are full of brigandish paragraphs to wantonly encroach on the sovereignty of the DPRK and the security of the nation and deprive it of its right to launch satellites for peaceful purposes as they are a product of the U.S. hostile policy toward the DPRK.
The DPRK, therefore, categorically rejected them as soon as they were adopted and there is no ground whatsoever for the DPRK to be bound to them.
If something is measured by a wrong ruler, a wrong result is bound to be produced.
That is why there is such absurdity that the DPRK's efforts to defend the security of the country and the nation are labeled a "provocation" and the U.S. moves for igniting a nuclear war are described as ones for "defending peace".
If the UNSC persistently tries to deny the exercise of the DPRK's just right by partially citing the unreasonable "resolutions" according to the U.S. scenario, it will end up escalating tensions and sparking conflict only, far from contributing to keeping peace and security on the Korean peninsula and in the region.
The farce staged by the U.S. to "denounce" the DPRK's rocket launching drills for no reason after bringing them up for discussion at the UNSC is aimed to divert the blame for escalating tensions to the DPRK and hype the DPRK's "threat" to have a justification for arms buildup pursuant to its pivot to Asia-Pacific strategy.
As the U.S. persists in its moves to isolate and stifle the DPRK by abusing the UNSC, prompted by its strategic interests, the DPRK has the right to defend itself and is fully ready to do so.
Now that the U.S. is staging ceaseless nuclear war exercises by mobilizing all type nuclear strike means aimed at "occupying Pyongyang," etc. while describing the exercises as "annual ones", the KPA's drills to cope with them will involve various forms of exercises in which more diversified nuclear deterrence will be used for hitting various medium- and long-range targets with a variety of striking power.
The DPRK is fully ready for next-stage steps which the enemy can hardly imagine in case the U.S. considers them as a "provocation" again.
It would not rule out a new form of nuclear test for bolstering up its nuclear deterrence.
The U.S. had better ponder over this and stop acting rashly.
If a catastrophic development which no one wants occurs on the peninsula, the U.S. will be wholly responsible for it. -0-

조선외무성 대변인 유엔의 반공화국《인권결의》를 규탄배격

조선민주주의인민공화국 외무성 대변인은 유엔인권리사회 회의에서 반공화국《결의》가 채택된것과 관련하여 30일 조선중앙통신사 기자가 제기한 질문에 다음과 같이 대답하였다.
유엔인권리사회 제25차회의에서 그 무슨 조선인권상황관련 《조사위원회》의 《보고서》발표와 함께 반공화국 《결의》가 강압채택되였다.
우리는 원래부터 미국과 서방의 꼭두각시에 불과한 정치협잡군들의 집단인 《조사위원회》라는것을 인정하지 않았으며 이번에 채택된 악랄한 대조선적대시정책의 산물인 반공화국《인권결의》를 처음부터 마지막 끝까지 전면반대, 배격한다.
미국과 적대세력들은 핵문제만을 가지고서는 도저히 우리를 어째볼수 없게 되자 사실을 계속 날조하여 우리에 대한 《인권소동》을 한계를 넘어 확산시켜 우리 나라에 대한 내정간섭의 구실을 찾고 우리 제도를 전복해보려고 하고있다.
지난날 다른 나라와 민족에 대한 침략과 략탈, 살륙의 력사를 가진 전범국, 반인륜범죄국가들인 미국과 일본, EU가 오늘에 와서는 피로 얼룩진 과거사를 은페하고 《인권재판관》행세를 하고있으며 자주적인 나라들에 대하여 체질적인 거부감을 가지고 정치적비난과 공격을 일삼고있다.
진정으로 인권에 대하여 론한다면 미국의 이라크, 아프가니스탄 등 주권국가들에 대한 침략과 민간인대학살, 일본의 과거특대형 반인륜범죄, EU나라들에서 만연하는 인간증오와 인종차별, 타민족배타주의, 신성모독, 신나치즘과 같은 반인륜범죄부터 응당 국제적인 형사재판기관에 회부하고 처벌하여야 할것이다.
인권이자 국권이다.
진정한 인권에 대하여 말할 자격도 없는 미국과 그에 추종하는 세력들이 벌리고있는 인권의 정치화, 선택성, 이중기준책동이 묵인된다면 정치적동기로부터 특정한 나라들을 골라 문제시하는 행위가 갈수록 판을 치게 될것이다.
우리는 자신이 선택한 사상과 사회주의제도를 굳건히 수호하며 국제인권분야에서 지닌 의무를 계속 성실히 리행해나갈것이다.
