지난 2월 21일부터 3월 4일까지의 기간 우리의 전략군부대들은 화력단위별로 정상적인 훈련계획에 따라 로케트발사훈련을 성과적으로 진행하였다.
발사된 로케트들은 발사지점으로부터 설정된 동북방향으로 자그마한 편차도 없이 가장 안전하게 비행하여 정해진 목표수역들에 정확히 도달함으로써 일찌기 있어본적이 없는 최상수준의 명중확률을 과시하였다.
특히 로케트발사 전 과정을 과학적으로 계산하고 비행궤도와 목표수역에 대한 사전안전대책까지 빈틈없이 세운데 기초하여 진행된 우리 전략군 화력단위들의 이번 훈련은 지역의 평화와 안전은 물론 국제항해질서와 생태환경에 사소한 영향도 줌이 없이 순조롭게 진행되였다.
우리의 힘,우리의 기술로 만든 다종다형의 첨단로케트들의 성능이 남김없이 검증된 이번 훈련은 날강도 미제가 온갖 추종세력들을 긁어모아 우리를 반대하는 침략전쟁연습에 광기를 부리고있는 첨예한 환경속에서도 끄떡없이 병진로선관철에 떨쳐나선 우리 군대와 인민에게 필승의 신심과 용기를 백배,천배해주고있다.
그러나 우리 공화국에 대한 적대감이 골수에 밴 미국과 그 추종세력들은 우리 로케트들이 대지를 박차고 하늘높이 솟구쳐오르는 그 순간부터 악의에 찬 비난에 매달리며 못되게 놀아대고있다.
벌어지고있는 사태와 관련하여 조선인민군 전략군은 부득불 다음과 같은 원칙적립장을 내외에 천명한다.
1. 미국과 그 추종세력들은 우리의 정정당당한 로케트발사훈련에 대하여 《도발》이요,《위협》이요 하면서 함부로 떠들지 말아야 한다.
원래 도발이란 남을 고의적으로 해칠 흉심을 가지고 저지르는 불순한 행동을 두고 이르는 말이다.
무턱대고 우리를 걸고들기 전에 도발의 개념이나 정확히 아는것이 필요할것이다.
우리 혁명무력의 모든 군사행동은 례외없이 우리의 령공,우리의 령해,우리의 령토를 위주로 하여 나라와 인민의 안전을 지키고 지역의 평화를 수호하기 위하여 진행하는 정의의 자위적행동이다.

그럼에도 불구하고 미국은 그 무슨 《저강도도발》이요, 《유엔안보리사회결의위반》이요 하는 당치않은 궤변을 늘어놓으며 마치 우리의 로케트발사때문에 큰 피해라도 본듯이 아부재기를 치고있다.
그래 우리가 발사한 로케트의 파편 한쪼각이라도 미국본토나 주변나라들에 떨어지고 미국함선이나 비행기에 자그마한 흠집이라도 냈단 말인가.

제땅에서 진행하는 정의로운 자위적훈련을 《도발》이라고 매도해대는것이 파렴치한 미국식판단이고 남의 나라 땅에서 불순한 목적을 가지고 감행하는 저들의 침략전쟁행위에 대해서는 《방어적》이며 《년례적》이라고 정당화하는것이 바로 철면피한 미국식기준이다.
미국과 그 추종세력들은 우리에게 걸어오는 무모한 도발이 도수를 넘게 되면 우리 방어형로케트들의 훈련발사가 순식간에 가장 위력한 공격형로케트발사의 보복으로 이어진다는것을 명심하여야 한다.
2. 미국과 그 추종세력들은 우리의 로케트발사를 구실로 긴장을 격화시키는 어리석은 행위에 더이상 매달리지 말아야 한다.
지금까지 미국은 기회가 있을 때마다 터무니없는 구실을 붙여 조선반도의 정세를 의도적으로 긴장시키고 격화시켜왔다.
무장간첩선과 정찰기들을 때없이 우리 나라 령해와 령공깊이 들이밀어 준전시상태를 빚어낸것도 미국이고 전연해상과 공중, 지상에서 계획적인 도발을 끊임없이 감행하는것으로 이땅에 전쟁도, 평화도 아닌 항시적인 긴장상태를 지속시켜오고있는것도 다름아닌 미국이다.
최근에만도 우리의 인공지구위성발사를 미싸일발사라고 우겨대면서 유엔《제재》결의라는것을 조작해내는것으로 정세를 전쟁접경으로 치닫게 하였다.
이번에도 미국과 그 추종세력들은 우리의 로케트발사훈련을 구실로 그 무슨 《이란식제재》요, 《보다 철저한 봉쇄》요 하면서 또다시 긴장을 격화시키는 무모한 길에 들어서려고 획책하고있다.
여기에는 최근 우리의 주동적인 조치에 따라 북남대화와 조일접촉의 기미가 나타나고있는데 대한 미국의 배아픈 속내도 크게 작용하고있다.
북남관계개선과 긴장완화의 흐름을 강도높은 《키 리졸브》,《독수리》합동군사연습강행으로 가로막고 또다시 남조선지역을 핵잠수함을 비롯한 각종 살인무장장비전시장으로 만들어놓아 조선반도와 지역의 긴장을 격화시켜보려는것이 심술궂은 미합중국훼방군들의 체질화된 악습이다.
미국은 우리의 정상적인 로케트발사훈련을 구실로 침략전쟁연습의 도수를 높이고 정세를 악화시키는 날강도적인 행위가 더는 통할수도, 묵인될수도 없다는것을 똑바로 알아야 한다.
3. 미국과 그 추종세력들은 우리의 로케트발사훈련을 계기로 우리 핵문제까지 집요하게 걸고드는 어리석은 궤변을 함부로 늘어놓지 말아야 한다.
지금 미국은 우리의 로케트발사뿐아니라 《북의 핵보유를 인정하지 않는다.》느니, 《북핵포기가 선행되여야 남북관계가 개선된다.》느니, 《북이 먼저 움직여야 북미대화도 있고 북미관계도 있다.》는 등의 요설을 내돌리고있다.
이것은 한갖 무지이기전에 황당무계한 넉두리에 지나지 않는다.
우리의 핵무력은 결코 미국을 비롯한 그 추종세력들의 《인정》을 바라고 보유한 수단이 아니다.
그것은 어디까지나 미국의 가증되는 핵위협과 공갈로부터 우리 민족모두를 지키고 지역의 평화와 안전을 유지하기 위한 자위적보검이다.
그 누가 인정하면 존재하고 인정하지 않으면 없어지는것이 우리의 핵억제력이라고 생각한다면 그보다 더 큰 오산은 없을것이다.
미국을 비롯한 그 추종세력들이 시비를 하든, 인정을 하든 우리에 대한 적대시정책이 계속되는 한 핵억제력을 강화하기 위한 우리 군대와 인민의 투쟁은 더욱 힘있게 벌어지게 될것이다.
더우기 대화에 목이 메고 관계개선에 현혹되여 정정당당한 로케트발사훈련을 중지하고 자위적인 핵억제력을 포기할 우리 군대와 인민이 아니다.
미국은 우리 군대와 인민이 무엇때문에 세대와 세대를 이어가며 《조선인민의 철천지원쑤인 미제침략자들을 소멸하라!》는 구호를 높이 들고 증오와 보복의 총검을 벼리고있는가를 순간도 잊지 말아야 한다.
우리의 자위적인 로케트발사훈련을 걸고들면 들수록 미제에 대한 우리 군대와 인민의 증오와 분노는 더욱 세차게 타번지게 될것이다.
미국은 현실을 랭정하게 판단하고 남을 함부로 걸고드는 못된 악습을 버려야 한다.

U.S. Urged to Drop Bad Habit of Deliberately Blaming Others:

Pyongyang, March 5 (KCNA) -- Units of the Strategic Force of the Korean People's Army successfully conducted rocket-launching drills from Feb. 21 to Mar. 4 according to the regular training plans of fire power units. The rockets made the safest flights without the slightest deviation northeastward from the launching points and accurately struck the targets in the designated waters, demonstrating the highest-ever rate of hits. The drills were smoothly conducted with no slight impact not only on the regional peace and security but on international navigation order and ecological environment as they were based on a scientific calculation of the whole course of the rocket launching and the scrupulous advance security measures for flight orbit and targets in the designated waters, in particular. The spokesman for the KPA Strategic Force in a statement issued on Wednesday blasted the U.S. and its allies for misbehaving, steeped in enmity toward the DPRK, resorting to a malignant smear campaign from the moment when its rockets soared into the sky, and clarified the following principled stand of the force: 1. The U.S. and its followers should dare not make much fuss, terming the DPRK's just rocket launching drills "provocation" and "threats". As far as provocation is concerned, it is the brigandish Key Resolve and Foal Eagle joint military exercises kicked off by the U.S. against the DPRK and base remarks made by such guy as U.S. Secretary of State Kerry, who labeled the DPRK "closest closed country", "evil place" and "country of evil". It is the brazen-faced judgment of American style to label the just self-defensive drills in one's own land as "provocation" and it is the shameless standard of American style to describe its war exercises for aggression to serve a sinister purpose in the land of other country as "defensive" and "annual". The U.S. and its followers should bear in mind that if their reckless provocation against the DPRK goes beyond tolerance limit, its defence rockets in the process of drills will lead to a retaliation of the most powerful attack rocket launching in a moment. 2. The U.S. and its followers should no longer resort to such a foolish act as escalating tensions under the pretext of the DPRK's rocket launching. Whenever an opportunity presented itself, the U.S. has deliberately screwed up and escalated the situation on the Korean peninsula under the groundless pretext. In recent years alone, the U.S. termed the DPRK's satellite launch a missile launch and fabricated UN resolutions on "sanctions", bringing the situation to the brink of war. This time, too, it is seeking to opt for such reckless way as escalating tensions again, vociferating about "such sanctions as those against Iran" and "more stringent blockade" under the pretext of the DPRK's rocket launching drills. It was prompted by the U.S. displeasure with recent signs of the north-south dialogue and the DPRK-Japan contact thanks to the DPRK's positive steps.
The U.S. should clearly realize that its acts of kicking off frantic war maneuvers for aggression and aggravating the situation under the pretext of the DPRK's regular rocket launching drills can neither work nor can be overlooked. 3. The U.S. and its followers should dare not let loose foolish sophism persistently taking issue with the DPRK over its nuclear issue with its rocket launching drills as a momentum. The U.S. is now spreading rumors that it "does not recognize not only the DPRK's rocket launch but its access to nuclear weapons," "the south-north relations can be mended only when the north dismantles its nuclear weapons first" and "the U.S.-north dialogue and the U.S.-north relations are possible only when the north moves first". This is rather an absurd jargon than ignorance. The nuclear force of the DPRK is by no means something to which it had access in the hope of "recognition" by the U.S. and its followers. It is the self-defensive treasured sword to defend the whole Korean nation and preserve the regional peace and security from the U.S. increasing nuclear threats and blackmail. Nothing is more serious miscalculation than to assert that the DPRK's nuclear deterrence exists if anyone recognizes it and disappears if anyone does not recognize it. The U.S. had better coolly judge the situation and drop the bad habit of deliberately taking issue with others. -0- |
