The open interrogation sending to chairman and members of the US Senate and the House of Representatives.

Recently <North Korean Human Rights Act of 2004> was unanimously passed in both the US Senate and the House of Representatives and President George W. Bush signed into law.
Then now it will go into effect.

Even though conscientious people in the world worry that <North Korean Human Rights Act of 2004> could bring about war on the Korea Peninsula, The United States says repeatedly that the US and the National Assembly reflect enough North Koreans situation and circumstance.
So we seriously worry about hidden intention and problems of the Act.
we do question as following.

During the US Secretary of State Colin Powell"s visit to the South Korea, he again sophisticated that "the US and the National Assembly reflect North Koreans situation and circumstance."
What is the meaning of so-called "Human rights" of the North Korea that the United States concerns about so much?
According to "30 common standard of all people and country about human rights" presented by "Universal Declaration of Human Rights", which was selected in the UN General Assembly in 1948, we can say that human rights mean "everyone is equal, everyone has the right to life, freedom of opinion, expression and religion and all are equal before the law"
Despite the North Korea has the socialist constitution that fulfill the standard of human rights presented by "Universal Declaration of Human Rights", on what grounds does the United States insist that North Koreans" human rights is damaged? (see chapter 5 of the North Korea Constitution)
Can you judge that human rights in the North Korea is damaged on the ground of the propaganda?
There is not any objective evidences that can prove North Korean situation in the Act.

We want to ask again.
Individually human rights can"t be thought of leaving the sovereign of his own country and nation as experience of mankind history. We didn"t see any cases that his own human rights was protected regardless of the prosperity and decline of his country.
<North Korean Human Rights Act of 2004> is clearly interference in the domestic affairs of the North Korea, and result of isolation and blockade policies led by the US.
Human rights is involved with the sovereign of countries thoroughly.
Then the Act is to be blamed because of being against human rights!

The United States, self-granted title of the world police, has enforced a peculiar policy so-called "legislative engagement" that intervene in the other country through the US law in occasion of the domestic affairs like human rights.
Compared with <Cuban Liberty and Democratic Solidarity Act, enacted at 1996>, <Iraq Liberation Act, at 1998>, <Iran Democracy Act at 2003>, <North Korean Human Rights Act of 2004> contains the strongest contents except <Iraq Liberation Act, at 1998> that military intervention was clarified directly.

The United States enacted <Cuban Liberty and Democratic Solidarity Act> and <Iraq Liberation Act> with intention of the collapse of each the Fidel Castro and Saddam Hussein regime.
And also the US prevented that the goal of <Iran Democracy Act> was to achieve transparent and perfect democracy in Iran.
At first, <North Korean Human Rights Act of 2004> contained contents to destroy the North Korea regime.
Contents of the law was mitigated in legislation process, but the United States expressed "the reunification of Korea under a democratic system of government" with North Koreans human rights improvement, which is just indirectly expression about collapse of the North Korea system.
To achieve these targets, it is clarified in the Act that support groups and individuals for defection from North Korea can be received to maximum $20 million per year from 2005 to 2009 and support anti-the North Korea broadcasting like <Iraq Liberation Act>, <Iran Democracy Act>

There is no one who does not know that "legislative engagement"of the US has an intention of isolation and breakdown of "enemy nations".
For example, POW abuse happened by the US at Iraq Abu Ghraib prison, it shows vile and naked picture of the war. The United States degraded "Human rights" as a tool to realize its hegemonism.
We demand to open data about that how many times the US foreign policies have infringe the other country in the name of human rights.

The United States is a country plagued most seriously by violence and crimes. According to the statistical figures released in June 2003 by the US Federal Bureau of Investigation (FBI), a total of 11.9 million criminal cases were reported in 2002 in the United States, including homicides, rapes, robbery and theft.
According to a survey of crime victims, 350,000 criminal cases involving the use of guns were reported in the United States in 2002, and guns were used in 63 percent of the 15,980 killings in 2001.
Analyses show that the disparity between the rich and the poor, racial discrimination, illiteracy, unemployment etc. lead to such a lot of criminal offenses in the United States.
For instance, A 2003 report by the Office of Management and Budget (OMB) under the US Congress acknowledged that the wealth of the country"s richest one percent population exceed the overall possessions of the needy, who account for 40 percent of the total population. And also there are now 7.3 million impoverished families in the country, which means 31 million people are facing the threat of hunger according to statistics from the 2003 economic report of the US Census Bureau.
Such as the statistical figures is backing truth that the United States is just a backward nation in human rights.

How does the US Assembly think about your human rights situation that announced by several the US agencies like that?
Is there not any mind to promote human rights in your own country instead of meddling in the other country human rights and pouring huge funds for this?

Recently the US is disturbing bluntly the reconciliation and reunification between South and North Korea including inter-Korean economic cooperation, trying to control goods to carry in and out in Kaesong Industrial Complex.
We assert, the best way to promote human rights in the North Korea is that the US gives up isolation and pressing policies including economic blockade which have afflicted our compatriot in the North Korea for a long time.

Furthermore, we are sure that the reunification between South and North Korea will improve human rights of Koreans suffering from divided nation including dispersed families problems.

Does not the US have any intention to stop hostile policy towards the North Korea and intervention in the reconciliation and reunification of Korea and to participate in effort for sincere improvement in human rights of Koreans?

<North Korean Human Rights Act of 2004> is clear intervention and suppression against the sovereign of the North Korea.
Also the Act should be abrogated deservedly because it is steering North Korea and America relations toward a sharp showdown in circumstance that the Korea Peninsula situation is strained by the so-call "NK nuclear weapon issue"
Does not the United States have any plan to reflect viewpoint of Koreans and conscientious people in the world and to abolish the Act?

Finally, we press for responsible answers from members of the US Senate and the House of Representatives who proposed and passed the Act.
