[로스엔젤레스=민족통신 공동취재반]“당장 대사면을 실시하라!”Amnistia General Ahora!), “당장 운전면허증을 발급하라!”(Licencias de Manejar Ahora!)“우리는 해낼 것이다.”

28일 로스엔젤레스 다운타운에서 열린 이민자 행진시위에서는 영어가 아닌 스페니쉬 구호가 터져 나왔다. 남녀노소 2천여명이 참가한 이 날 행진시위의 대부분은 미국 이민자중 불법체류자의 수가 가장 많은 라틴계이민자들이었기 때문이다.

이 날 행사는 라틴계 권익단체 “미국 라티노운동” (Latino Movement USA)와 “멕시칸 형제자매들(Hermandad Mexicana Nacional)이 주관하고 재미한인동포 평화연대, 엔써 엘에이, 미-큐바 노동교류, 재미 니콰라과 연합회, 재미 혼두라스 연합회등 수십개의 단체가 공동후원 했다,

“이민자들에게 모든 권리를 부여하라”는 선두배너가 나온 이 날 행사에서는 총8개의 요구사항-1.일반 대시면 실시 2. 불체자들에게 운전면허증 발급 3. 모든 이들에게 고등교육의 혜택 부여 4. 모든 이들에게 의료혜택 제공 5.이민자 검문 중지 6. 이민자 추방 중지 7.인종차별 중지 8. 인권탄압 중지-을 미 연방정부와 캘리포니아 주정부에 전달했다.

행진시위대들이 들고 나온 피켓에는 대사면과 운전면허증과 관련된 메세지가 제일 눈에 많이 띄였으며 행진중에도 이 두메세지와 관련된 구호가 제일 많았다. 현재 미국에는 1천4백만명의 불체자들이 있는 것으로 알려져 있다. 최소 1백 5십만명으로 추산되는 재미한인중에는 약 20%가 불체자이며, 전체 한인중의 약50%가 의료보험이 없는 것으로 공식통계가 나와 있다.

최근 부쉬대통령은 이민법개혁이라는 명목으로 불체자들에게 3년동안 임시로 합법적 신분을 보장하겠다고 제안했는데, 이민자 권익계에서는 이 제안을 부정적으로 보고 있다. 3년 후에 어떻게 된다는 확실한 보장도 없는데다가 그 3년간도 고용주의 서명이 필요하기 때문에 불체자들을 3등시민으로 만들어 노동착취를 하려는 고용주을 위한 이민법개혁이라고 비난하고 있다.

현 캘리포니아 슈와츠니거주지사는 임명되자 마자 불체자들에게 운전면허증을 발급키로 했던 법안을 철폐하자고 제안하여 이민사회의 분노를 샀다.

이 날 행진에는 “한반도에 평화를 만들자’는 배너를 앞세우고 재미한인동포 평화연대 풍물패가 참가, 행진에 흥을 한층 불러 일으켰다. 나성포럼의 신임 김현정회장, 김하림 사무국장, 민들레의 한승호씨, 남장우씨등으로 이루어진 풍물패는 행진중에 스페니쉬어로 구호선창을 하며 중간대열의 라틴계 행진대를 이끌기도 했다. 한인노동상담소의 박영준소장, 이정희간사, 재미동포서부연합의 하용진사무국장, 민족통신의 노길남편집인, 이용식, 김영희편집위원도 이 날 행진시위에 참가했다. 이 날 행사에서 재미한인동포평화연대는 동양계에서 유일하게 참가한 단체였다.

시청앞 석조계단에서 열린 시위에는 여러 이민커뮤니티, 노동계, 평화계, 종교계, 정계등 20여명의 대표들이 나와 연설을 했다.

이날 대개의 연설자들은 부쉬의 이민정책을 인종차별적이라고 규탄하면서 평등을 기본으로 한 정의롭고 평화로운 미국사회를 만들기 위해서는 이민자들의 권익이 완전히 보장되야 한다고 강조했다.

한인사회의 노동계를 대표한 노동상담소의 박영준소장은 이 날 연설에서 “이민자들은 미국사회를 건설하는데에 큰 기여를 했다. 이민자들은 커뮤니티의 경제, 문화, 사회, 정치분야에서 없어서는 않될 중요한 역할을 맡고 있다”고 강조하면서 “우리는 이민자들을 위시하여 모든 사람이 공정하고 정의롭게 다루어지기를 요구한다.”고 연설했다.

재미한인동포 평화연대의 코디네이터이며 본지의 편집위원인 김영희씨도 이 날 연설자로 나가 한국계 1백년 이민역사와 현 이민자실태를 간략히 소개하면서 “ 우리 이민자들은 미국과 조국을 이어주는 다리이다. 우리 이민자들은 미국만 아니라 전세계에 정의가 이루어지기 원한다. 한국, 멕시코, 쿠바, 엘 살 바도르, 이라크, 팔레스타인등 제3세계에서 온 우리 이민자들은 미군이 이 세계 모든 나라에서 철수하고 경제 착취와 경제 제재를 중지할 것을 요구한다”고 역설했다.

현 민주당 대통령후보중에서 가장 진보적으로 꼽히며 지난 24일 하와이 예비선거에서 30%를 득표해서 2위를 차지했던 데니스 구시니치후보도 연사로 참석하여 부쉬대통령의 이민법개혁은 손님노동자(guest worker)를 합법적으로 고용하여 2등시민으로 만들려는 불공평한 개혁이라고 비판하면서 이날 이민자행진시위에서 나온 8개 요구사항을 적극 지지했다.

이 날 연설시위중에는 종교인들이 나와 함께 정의로운 사회를 만들자는 맹세의 기도시간을 시위대들과 함께 가졌다.

한편, 연설시위가 시작되기 전에는 주최축이 마련한 수십마리의 하얀 비둘기가 상자에서 나와 비상, 정의와 평화를 기원하는 이민자들의 심정을 푸른 하늘에 수 놓았다.

Justice for Everyone

We the Korean Americans are honored to participate in today’s march. We are happy to see so many people turn out. The demands that our march is making today with each of our footsteps effects every immigrants in this country. It doesn’t matter which country we come from or what color is our skin or how we got here. It will also affect Americans who strive to make this country fair and justice. Because at today’s march, we are demanding our right to work, our right to drive, our right to be educated, our right to be healthy and our right to participate in civil process. We are demanding that we are treated fairly, justly and most of all as a human being. We are demanding that this country to be fair and just for everyone including us immigrants.

We the immigrants have contributed greatly in building this nation and continue to play an indispensable role in economy and our cultural, social and political life of our community. At the same time, millions of us still face exclusion, discrimination and exploitation on a daily basis. We have marched here today, we have gathered here today to break down these barriers to reform our immigration laws and to demand to get what we have already asked.

Freed from all slavery and pain to the past…

A hundred one years ago, the first Korean immigrants arrived in Hawaii and started to work on sugar plantation under the whip of white supervisor. Even though they face cruel racial discrimination, they never forgot their poor mother land. As soon as Japan colonized Korea, Korean-Americans worked and fought together for the independence of their country. And our struggle is still going on. We are still facing racial discrimination in this country and our mother land is divided by South and North, which is the product of imperial militarism.

Korean peninsula, surrounded by strong countries like China, Japan, Russia, and America, never had political and economical stability due to the invasion of foreign power. Many Korean had to leave their country just to survive and now 7million Koreans, one out of 10 Korean people, live as an immigrant in foreign countries.

There are over 1.5million Korean immigrants in the U.S. According to official report, about 20% of them are undocumented. Over 50% of them do not have health insurance and 20% of them are living under poverty level. Many hard working Koreans, do not have legal status, driver licenses, opportunities for higher education which is part of basic human rights in this country.

Since 9.11, immigrant communities including Korean American have been the worst victim of the U.S. Patriot Act. Last year, a Korean American man who was arrested under suspicion of terrorism killed himself in prison. Many Korean-Americans, who have a criminal record,, are afraid of deportation or harassment in the airport and gave up traveling to their home country.

On the other hand, the American people started to wake up and to build a new America based on equality for everyone and every nation. Peace groups, labor groups, religious groups, women’s groups, student’s groups, and human right group are marching together with the common progressive sprit and looking forward to making our bright dream come true.

When we demand the general amnesty and drivers licenses it is not only for human right of U.S. immigrants but human right for every body in this global village. Since 9.11 we have begun to realize how the U.S. militarism works together with the U.S. corporations for power and money based on racism. Protected by the military, U.S. corporations exploit 3rd world workers and their natural resource. We also started to realize American globalization symbolized by WTO, FTAA or FTA makes poor workers poorer and rich people richer.

There are about 10 million separated families in divided Korea. There are about 6million Palestine refugees who lost the right to return to their home country. Since the Iraq war, 10 thousand innocent Iraqi people died. And crossing the border between U.S. and Mexico, several thousand poor Latino people were killed. We insist on no more death, no more suffering, no more separation and no more crying.

We immigrants are the bridge between the U.S. and our suffering mother land. As an immigrant from Korea, as an immigrant from Mexico, from Colombia, from Iraq, from Palestine, from El Salvador, from Cuba, from Venezuela, and from every 3rd country, we demand the withdrawal of U.S. troops and the end of economic exploitation and sanctions from all over the world. Injustice for one country is injustice for all countries.


The city of Los Angeles is the home of immigrants. Today we are here to build the new city where everybody, freed from all slavery and pain to the past, can live harmoniously and look for the justice for all. The future of Los Angeles depends on us immigrants from all over the world and we are going to make it and must make it.
