[로스엔젤레스=민족통신 김영희 편집위원]종교계, 통일운동계, 학계, 노동계, 언론계, 문화예술계,정계등 로스엔젤레스 한인사회의 광범위한 인사들로 구성된 “북한인권법안(H.R. 4011) 저지를 위한 공동대책위원회”가 결성되어 1일 발족 기자회견을 가졌다.

타운내 용궁식당에서 열린 기자회견에는 김도안스님(조국평화통일불교협회회장), 백승배목사(웨스트 아나하임교회 담임), 한인노동상담소 박영준소장, 통이맞이 나성포럼 김현정회장이 참가했다.
이날 사회를 맡은 김현정회장은 탈북자 유도, 대북 비방방송 ‘아메리카의 목소리’(Voice of America) 방송시간을 하루 12시간으로 늘이기, 정치망명자에게 제공하는 추가지원금 등을 골짜로 하는 동법안은 북한정권과 체제붕괴를 겨냥하는 여러 독소들을 내포하는 인상이 짙어 북한의 진정한 인권신장이 아니라 한반도와 동북아시아에 긴장을 조성하는 법안이라고 분석소개했다.
김회장은 유엔이나 에네스티같은 국제적으로 공신력이 있는 단체들의 객관적 조사가 결여된 일방적인 북한인권법안은 현재 진행중인 6자회담에 걸림돌이 될 뿐 아니라 미국정부가 남북간의 민감한 이슈인 탈북자문제를 입법화하여 미국이 남북에 내정간섭을 하게 되는 결과를 초래할 수 있다고 발표했다. 김회장은 또 대화와 협상을 통해 북한을 개방과 교류로 나가게 함으로써 인권상황도 자연히 개선될 것이라고 강조했다.
도안스님은 남북교류가 원활하게 이루어지는 시기에 미국국회에서 동법안이 통과되어 남북관계가 긴장되어 그동안 한반도통일을 위해 이루어 놓은 성과가 허사가 되는 일이 결코 일어나서는 않될 것이라고 말했다.
도안스님은 공동대책위원회가 앞으로 할 일에 대해 발표를 하면서 미국국회에 편지 보내기, 캘리포니아 상원의원 바바라 박서와의 면담요청, 오는 9월 16일 동법안의 상원상정 예정일을 앞두고 로비활동을 위해 동위원회의 대표 워싱턴파견, 미주 한인사회대상의 홍보활동 등을 그 구체적인 사업으로 소개했다. 도안스님은 대부분의 미주한인들이 동법안이 북한의 인권상황개선에 도움이 되지 않을 뿐 아니라 남북관계를 오히려 해칠 수 있다는 위험성을 잘 모르고 있다고 덧붙였다.
공동대책위원회는 미 상원 국제관계위원회소속이며 캘리포니아주 상원에 다시 출마하는 바바라 박서의원에게서 보다 적극적인 협조를 받기 위해 그녀의 당선을 지원하며 선거자금을 모으는 한인후원회 결성도 계획하고 있다.
백승배목사는 미주 한인교계에서 동법안의 독소조항을 알리는 운동이 이미 서서히 일어나고 있는 반면 한미기독교연합(Korean American Church Coalition)등 일각의 한인 기독교단체들은 동법안의 미 국회통과를 위해 기도회를 조직하는 등 상반되는 양상을 보이고 있다고 보고했다.
백목사는 동연합의 일부 사직자들과 전화통화를 한 결과 많은 이가 동법안의 자세한 내용을 모르면서 “워싱턴 기관에서 조국을 위해 기도해 달라는 부탁전화가 와서 기도회를 한다”는 식의 반응을 보였다며, “많은 목회자들이 정치와 결탁을 해서 시대를 뚫는 역사적인 안목이 부족하다.”고 역설했다.
한인노동상담소의 박영준소장은 오는 9월 7일 유태인 커뮤니티의 인권단체사이몬 와이젠탈 센터(Simon Wisenthal Center)에서 주최하는 “북한인권법안과 양심의 대회”에 관한 진상을 소개했다.
박소장은 이 날 대회에는 동법안을 지지한 브라운백상원의원이 대표연사로 초청될 예정이며 반대의견을 가진 한인들도 청중으로 참석하여 강력대응을 할 방침이라고 밝혔다.
박소장은 사이몬 와이젠탈센터에 북한인권법안에 반대하는 한인연사도 초청해달라고 부탁했으나 거절당했다고 전했다.
이날 기자회견에서는 “북한인권법안 저지를 위한 공동대책위 성명서가 낭독됐으며, 영문으로 작성된 미국 상원에 보내는 편지, 사이몬 와이젠탈에 보내는 편지도 각각 발표됐다.
한편, 동대책위원회에 들어 있는 한인인사들은 이른바 진보와 온건을 모두 아우르는 댜양한 인물들로 구성되어 있는데, 동위원회는 앞으로 더 많은 인사들을 가입시켜 명실공히 범동포적인 위원회를 만들 예정이라고 밝혔다.

우리는 미국 시민으로서, 국제사회에서의 미국의 역할과 이미지에 대해 깊은 우려를 표명합니다. 우리는 미국이 국제사회에서 평화와 인권을 신장시켜야 하며 또한 그런 능력이 있다고 믿습니다. 우리는 한국인의 자손이며 우리의 가족중에는 한국전쟁 당시 죽어간 분들도 있으며 또한 남한과 북한에 반세기 이상 갈라져 살아온 이산가족들도 많이 있습니다. 우리는 남한과 북한의 평화로운 화해를 원합니다. 우리는 미국과 북한, 그리고 남한 사이에 상호 이득이 있는 관계가 형성되기를 원하며, 더 나아가 통일된 조국과 미국간에 호혜적인 관계가 형성되기를 원합니다.
최근 하원에서는 2004년도 북한인권법안 [H.R. 4011]을 통과시켰으며 이 법안은 상원에도 상정될 가능성이 있습니다. 우리는 이 법안을 지지하는 많은 분들이 인권을 개선시키고자 하는 진정어린 믿음에서 이 법안을 지지하시는 데 대해 감사히 생각합니다. 그러나 이 법안은 사실상 표면상의 취지를 호도하는 조항들로 가득차 있습니다. 우리는 이 법안이 통과되어 실행되는 경우 한반도 및 동북아 지역에 미칠 긴장고조 및 불안감 조성을 깊이 우려하며 이 법안의 위험성에 대해 널리 알리고자 합니다.
북한 뿐 아니라 어느 나라든지 필요하다면 인도적 지원은 계속되어야 합니다. 그러나 우리가 북한주민의 삶을 개선시키는 데에 심각한 관심이 있다면, “Voice of America”를 방송하기 위해 북한 국경 지대에 라디오를 공중살포하는 대신, 미국정부는 북한과 평화조약을 체결하여, 사실상 54년간 계속되고 있는 한국전쟁을 마감하여야 할 것입니다. 우리는 대통령 및 국무성에서 북한과 지속적인 대화 및 외교관계 수립에 대한 노력을 계속하고 상호 교류를 통한 평화적 화해를 위한 노력을 계속하도록 국회에서 지속적으로 격려해 주시기를 바랍니다. 우리는 한반도에 평화를 보장하고 인권을 보장하는 데에는 그 방법밖에 없다고 믿습니다.
우리는 우리 주의 상원의원이 공개적으로 이 법안에 반대의견을 밝히고 반대투표를 하도록 촉구합니다.

We are writing to you out of a strong desire for peace and human rights in the world, and the fear that a bill coming before you, the North Korean Human Rights Act, will gravely endanger both on the Korean peninsula.
Many of us across California and throughout the country are deeply concerned about the role and image of America in the international community. We believe that the U.S. can and must promote peace and human rights in the world. Among the hundreds of thousands of Americans of Korean descent in California alone, many have family who died during the Korean War, and many of us have families in both North and South Korea, split for over fifty years by the division of the country. The peaceful reconciliation between North and South Korea and peaceful and mutually beneficial relations among the U.S., North Korea, and South Korea are extremely important to us.
The House of Representatives recently passed the North Korean Human Rights Act of 2004 [H.R. 4011]; a version of this bill may also come before the Senate. We know that good faith and genuine support for human rights motivates many supporters of this bill, but we believe these efforts are dangerously misplaced.
This bill will not bring about greater peace in Korea, and in face, as legislators and numerous civic groups in South Korea have stated in letters to Congress, the NKHRA may very well increase hostilities and bring about further instability in Korea and the region.
We support continued humanitarian aid to North Korea as to any country in need. But if the United States is serious about improving the lives of North Koreans, then Congress must not politicize humanitarian aid, stop encouraging a potential flood of refugees, and stop attempting to destabilize the government of North Korea.
These acts, besides being potentially provocative, are in direct opposition to the path being taken by the rest of the Asia and the European Union, which have been building relationships with North Korea.
Congress needs to encourage the President and the State Department to continue dialogue, to open diplomatic relations with North Korea, and to begin a process of exchange and peaceful reconciliation. We see this as the best way to bring about human rights for all and to ensure peace in Korea.
We urge you, as our Senators to take a public stand and vote against this bill.

Re: North Korean Human Rights Day and the Conference of Conscience
Dear Sirs:
We, the undersigned members of the Korean American community of Los Angeles, are community leaders, religious leaders, professors, and peace activists. We write this letter with the utmost respect for all the organizers of the Conference and its hosts, the Museum of Tolerance and the Simon Wiesenthal Center.
We respectfully request that some of our representatives be invited to speak at the North Korea and Human Rights Conference of Conscience and Solidarity on September 13th, Monday. As members of the Korean diaspora with families both in the North and South Koreas, we are concerned with the conference’s lack of alternative solutions on the issue of human rights in North Korea.
Senator Sam Brownback is listed as the keynote speaker for the event. Senator Brownback supports what many in the Korean community feel is a dangerous and unhelpful bill, H.R. 4011, “The North Korean Human Rights Act,” which threatens to undermine the fragile peace efforts made on the Korean peninsula. Yet the Conference provides no speakers who might offer alternative remedies that would peacefully address the concerns of the very people of North Korea this Conference hopes to highlight.
War on the Korean peninsula, should it break out, would be disastrous for global human rights and for both the North and South Korean people. Over the past two years, US-DPRK relations have deteriorated. North Korea appears to be resuming its development of nuclear weapons and has tested its long-range delivery systems. The US, meanwhile has resumed joint military exercise in South Korea, long viewed by North as preparations for attack, and even put forth documents authorizing first-strike, “pre-emptive” nuclear attack. We believe that Senator Brownback"s bill would exacerbate existing tensions.
We feel that the presentation of views advocating other, peaceful solutions is critical to making informed judgments and respectfully request that our representatives be allowed to speak at the conference to provide an alternative solution to the US-North Korean conflict. We are available to meet with you to work out the details of our participation. We anxiously await your response, and thank you in advance for a prompt reply.
