조선반도에서의 평화협정체결은
전세계적범위에서의 평화와 안전을 가져올것이다
-세계 각국의 녀성인사들이 유엔사무총장에게 보내는 편지-
지난 9월 27일 세계 38개 나라 각계의 진보적인 녀성인사들이 조선반도에서의 평화협정체결을 강력히 요구하는 편지를 유엔사무총장에게 보내였다.
편지의 내용은 다음과 같다.

반기문유엔사무총장선생.
우리는 대다수가 조선전쟁에 참가한 나라들을 포함한 38개 나라들의 녀성지도자들입니다. 우리들은 학계, 기업계, 사회계, 군부출신들로서 다양한 인종과 민족, 종교와 정견을 대변하고있습니다. 우리는 외교만이 조선전쟁을 종식시키는 유일한 출로라는 스스로의 믿음에 따라 단결하였습니다.
1953년 7월 27일 미국과 조선민주주의인민공화국, 중국은 조선전쟁을 중지할데 대한 정전협정에 서명하였습니다. 그들은 3개월내에 정전을 구속력있는 평화협정으로 교체하기 위한 회의를 다시 열기로 약속하였습니다. 그러나 그러한 일은 전혀 일어나지 않았으며 이후 북남관계와 조미관계는 고질적인 전쟁상태로 특징지어졌습니다. 이 전쟁은 반드시 끝장나야 합니다.
우리는 당신이 《세대와 세대를 전쟁의 참화로부터 구원하기 위하여》창설된 유엔의 지도자로서 2007년 연설에서 한 약속을 지킬것을 요구합니다.
그때 당신은 《우리는 북조선핵문제의 평화적해결을 초월하여, 정전으로부터 항구적인 평화체계에로의 전환을 통하여 평화구조를 수립하는것을 목적으로 하여야 한다.》고 언급하였습니다.
조선은 제2차 세계대전후 분렬된채로 남아있는 유일한 민족입니다. 3대에 걸쳐 수백만의 가족들이 세계에서 가장 군사화된 분렬선에 의하여 갈라져있습니다. 우리는 당신이 유엔의 공직을 떠나기 전에 가장 오래동안 지속되여오고있는 전쟁상태를 공식적으로 마감짓는 과정을 이끌것을 강력히 요구합니다.
우리는 당신이 사무총장으로 남아있는 기간에 다음과 같이 할것을 요구합니다.
1. 유엔상임리사회 의장과 함께 1953년 정전협정을 조선전쟁을 끝장내는 구속력있는 평화협정으로 교체하기 위한 평화과정을 시작하라.
2. 이 평화과정을 조선이 두개로 분렬된지 70년이 되는 2018년까지 결속할것을 목표로 하라.
3. 유엔상임리사회결정 1325호의 정신에 따라 평화과정에 더 많은 녀성들이 참가할수 있도록 담보하라.
비무장지대의 량쪽에 구속력있는 평화협정이 없는것은 전쟁준비에 자원들을 동원하는것으로 하여 두려움, 인권침해, 경제적손실만을 초래하고있습니다. 1950년부터 조선은 미국의 핵위협과 미국-남조선군사훈련에 의한 전쟁위협을 받아왔습니다. 더우기 최근 남조선에 미국의 《싸드》를 배치할것을 결정한데 대해 지역나라들은 이것을 매우 도발적이며 잠재적으로 안전을 파괴하는 행위로 간주하고있습니다.
평화는 모든 위협에 대한 가장 강력한 억제력입니다.
국제적평화와 안전을 유지할 책임을 지닌 유엔의 사무총장으로서 당신이 조선전쟁을 평화협정을 통하여 공식적으로 종식시키는 조치를 취할것을 요구합니다. 그렇게 하는것은 지역에서 높아가는 군사화와 세계에서의 핵무기확산을 억제함으로써 보다 광범한 세계적범위에서의 평화와 안전을 가져올것입니다.
국제공동체는 더이상 조선인민들이 당하고있는 비극을 무시할수 없습니다.
우리는 당신이 조선과 동북아시아, 세계의 평화를 위한 외교적업적을 남기며 당신의 개인적인 능력으로 계속 조선에서의 평화를 위해 적극적으로 관여하기를 바랍니다.

Dear Secretary-General Ban:
We are women leaders from 38 countries, including many from nations that fought in the Korean War. We are from academia, business, civil society and the military, and represent a diversity of ethnicities, nationalities, religions, and political views. We are united by our belief that diplomacy is the only way to end the Korean War.
On July 27, 1953 leaders from the United States, Democratic People’s Republic of Korea, and China signed the Armistice Agreement to halt the Korean War. They promised to re-convene within three months to replace the ceasefire with a binding peace agreement. This never occurred and an entrenched state of war has ever since defined inter-Korean and U.S.-D.P.R.K. relations. This war must end.
We urge you as the leader of the UN, which was established “to save succeeding generations from the scourge of war,” to fulfill a promise you made in a 2007 speech where you stated, ”Beyond a peaceful resolution of the nuclear issue with North Korea, we should aim to establish a peace mechanism, through transition from armistice to a permanent peace regimen.”
Korea is the only nation to remain divided as a result of WWII. For three generations, millions of families have been separated by the world’s most militarized border. We urge you to lead the process of bringing formal closure to the longest standing war before you leave your post in the United Nations.
During your remaining time as Secretary-General, we urge you to:
1. Initiate a peace process, together with the UN Security Council President, to replace the 1953 Armistice Agreement with a binding peace treaty to end the Korean War. 2. Aim to conclude thispeace process by 2018, the 70th anniversary of Korea’s division into two separate states. 3. Ensure that women are significantly represented in the peace process in accordance with the spirit of UNSCR 1325.
On both sides of the De-Militarized Zone, the absence of a binding peace accord fuels fear, violations of human rights, and economic deprivation caused by diverting resources in preparation for war. Since 1950 Korea has been threatened with nuclear weapons (first by the United States and now also by North Korea), North Korean missile tests, and U.S.-South Korean military exercises. Furthermore, the recent decision to install the U.S. THAAD missile defense system in South Korea is viewed by countries in the region as a highly provocative and potentially destabilizing move.
Peace is the most powerful deterrent of all. As the Secretary-General of the UN with the mandate to maintain international peace and security, we urge you to take steps now to help formally end the Korean War with a peace treaty. Doing so would lead to greater peace and security in the world by countering the escalating militarization inthe region and the proliferation of nuclear weapons worldwide.
The global community can no longer ignore the tragedy suffered by the Korean people. We look to you to leave behind a legacy of diplomacy for peace in Korea, Northeast Asia and our world, and to continue your active engagement for peace in Korea in your private capacity. Women Cross DMZ is an organization led by women working globally for peace in Korea. In May 2015, on the 70th anniversary of the division of Korea, Women Cross DMZ led a historic women’s peace walk across the De-Militarized Zone from North to South Korea to draw global attention to the urgent need to end the Korean War with a peace treaty, reunite divided families, and ensure women’s leadership in peacebuilding. Representing 15 countries, our 30-member international delegation walked with 10,000 Korean women on both sides of the DMZ. Our mission is to: 1.) Promote women’s leadership in the peacebuilding process in Korea; 2.) Raise awareness about the urgent need for peace in Korea; and 3.) Expand and deepen relationships with women leaders and organizations in South Korea, North Korea, and around the world. |
