SEOUL, South Korea — Three of the most trusted aides to the North Korean leader Kim Jong-un arrived in South Korea on Saturday to attend the closing ceremony of the Asian Games in a highly unusual trip that could perhaps signal an easing of the tense relations on the divided Korean Peninsula.
The one-day trip by the 11-member North Korean delegation led by Hwang Pyong-so, the top political officer of the North Korean military, will include meetings with senior South Korean officials, including Ryoo Kihl-jae, the unification minister, and Kim Kwan-jin, the top national security adviser for President Park Geun-hye, said Lim Byeong-cheol, a government spokesman.

The meetings would mark the highest-level government dialogue since Ms. Park took office in February last year. Mr. Lim said he did not know whether the North Koreans were carrying a letter from Mr. Kim to Ms. Park. The South Korean leader did not plan to attend the closing ceremony on Saturday evening in Incheon, a port city west of Seoul.
The surprise trip by the North Korean delegates was announced by the South Korean government only an hour before their arrival.
Although South Korea had asked the North to send a delegation to attend the opening and closing ceremonies, its composition, revealed on Saturday, was surprising. Mr. Hwang, who has risen rapidly in the North Korean hierarchy under Mr. Kim, was widely seen as the second-most influential official in Mr. Kim’s secretive regime.
Mr. Hwang’s position was further cemented during a meeting of North Korea’s Supreme People’s Assembly on Sept. 25, when the rubber-stamp Parliament appointed him as vice chairman at the National Defense Commission, a top governing agency headed by Mr. Kim.
Mr. Hwang’s delegation included Choe Ryong-hae, who had been the North’s No. 2 until Mr. Hwang replaced him as head of the North Korean military’s General Political Bureau and as vice chairman of the National Defense Commission; and Kim Yang-gon, a top Communist Party official.
Although Mr. Choe is now assigned as a top North Korean sports official, he is still considered a key member of Mr. Kim’s inner circle. Kim Yang-gon, a longtime negotiator with South Korea, is considered a top North Korean policy maker on matters regarding the rival South.
Their trip came amid speculation about the health of Kim Jong-un. North Korea’s state-run media has not reported any public appearance by him for a month. Although such a long absence from the public eye is not unprecedented for top North Korean leaders, speculation has deepened since last week, when the North’s government-controlled television showed him limping during a visit to a factory and said he “was not feeling well.”
Outside news media and Internet bloggers have since reported rumors about Mr. Kim’s health and grip on power.
“By sending a high-level delegation of powerful officials to the South, Kim Jong-un is demonstrating that although he is not well, he has no problem making a sensitive political decision,” said Cheong Seong-chang, a longtime North Korea expert at Sejong Institute in South Korea.The North Koreans traveled by plane, flying from Pyongyang across the heavily armed inter-Korean border to land at the international airport in Incheon on Saturday morning. They were scheduled to fly back to Pyongyang on Saturday night after attending the closing ceremony of the Asian Games. North Korean athletes competed in the Games.

“We are not jumping to an early conclusion on why they decided to send a delegation,” said Mr. Lim, the South Korean spokesman. “We hope that this will be a positive opportunity for improving South-North Korean relations.”
Mr. Lim said he had no new information the health of Mr. Kim, the North Korean leader. South Korean officials privately said that they saw no sign that Mr. Kim’s grip on power was threatened by reports of his apparent health problem.
Inter-Korean relations plummeted after the sinking of a South Korean naval ship in 2010, which the South and its allies attributed to a North Korean torpedo attack. They further deteriorated after the North launched an artillery attack on a South Korean island later that year and conducted a nuclear test in February 2013.
After spending most of last year trading harsh words, both Koreas began opening opportunities for dialogue in recent months. In August, South Korea proposed high-level government talks to discuss the reunions of elderly family members who were separated by the Korean War six decades ago. But North Korea recently said that before such talks could begin, the South must stop Christian activists and North Korean defectors from sending balloons into the North bearing anti-government propaganda messages.

2009년, 북 노동당 김기남 비서와 이번에 방한한 대남정책 책임자 김양건 비서가 당시 타계한 김대중 전 대통령 조문기간에 조문차 서울을 방문한 바 있다. 당시 북한 조문단은 이명박 대통령을 만나 당시 북 김정일 국방위원장의 메시지를 전달하고 남북협력 문제를 논의했다.
최근 북이 잇따라 로켓과 미사일 발사시험을 한 데다 북의 관영매체들이 박 대통령을 매춘부라 지칭한 뒤 남북은 상호비방의 강도를 높여왔다.
북의 이번 아시안게임 참가는 전향적 조처로 환영받았다.
북은 서울에서 열린 1986년 아시안게임과 1988년 올림픽을 보이콧했으나, 부산에서 열린 2002년 아시안게임에는 참가했고, 2003년의 대구 유니버시아드와 2005년 인천에서 열린 아시아 육상챔피언십에도 참가했다. 북이 참가한 이들 세 대회는 남쪽에 대북 우호적인 진보적(liberal) 정부가 들어섰을 때 열렸다.
북은 이들 게임에 참가하기 전 선수단과 함께 응원단을 보내겠다고 했으나 나중에 남쪽 사람들의 적대적 자세를 문제삼아 응원단 파견을 주저했다.
