It was learned that five North Korean human rights organizations in South Korea have funded their anti-North Korean activities in the past five years since 1999 with a total of US$900,000 in grants from the US government-financed National Endowment for Peace.

The North Koreans charge those organizations with engineering alleged North Korean defections to foreign embassies and others in China in a bid to discredit North Korea and portray it as near collapse.

This disclosure came on the October 21 morning when the South Korean Parliament was grilling Chosun Ilbo reporter Kim Chol-hwan, who is representative of the Headquarters of the Movement for Disbandment of Detention Centers for Political Detainees. Kim Chol-hwan was being investigated in an audit of the Reunification Ministry.

Rep. I noted: “These North Korean human rights organizations regularly reported to NED on the North Korean human rights situation in exchange for the funding and deliberately exaggerated the situation to receive more funding.”

Their activities, he claimed, set the stage for the American Congress to prepare the North Korean Human Rights Act.

Citing NED website figures, ruling Uri Party Rep. I Hwa-young revealed that the Citizens’ Alliance for North Korean Human Rights received a total of US$349,865, the Network for North Korean Democracy and Human RightsUS$200,000, the Citizen’s Alliance to Help Political Prisoners in North Korea US$78,000, the Democracy Network Against the North Korean Gulag US$75,000, and the Database Center for North Korean Human Rights US$40,000.

Rep. I stated: “The US has deeply intervened in the domestic affairs of many countries through the CIA in the Cold War period and through the National Endowment for Democracy since the end of the Cold War. Despite its NGO-like mask, NED is a virtual US government institution, congressionally created and funded by the State Department. NED has been involved in the domestic affairs of Third World countries, such as Chile, Haiti and Mongol. He referred to the NED’s financial support to the political foes of Costa Rica’s democratically-elected President and Nobel Peace Laureate Oscar Arias and its offer of US$300 million to the forces opposed to Nicaraguan President Daniel Ortega.
