지난 5일 청와대에서 최초로 ‘여야정 국정상설협의체’ 회의가 열렸다. 지난해 문재인 대통령이 취임사에서 국정운영의 동반자인 야당과의 대화를 정례화하고 수시로 만나므로서 고질적인 분열과 갈등의 정치를 바꾸겠다고 한 약속을 마침내 지키게 됐다는 측면에서 만시지탄이나 의미가 매우 무겁다고 하겠다. 앞으로 여야가 당리당략을 떠나 무릎을 맞대고 마주 앉아 국정을 논의하는 바람직한 협치의 모습을 자주 보게 되길 기대한다.

처음 열린 협의체 회의에서 문 대통령과 여야 원내대표들은 북한 김정은 국무위원장의 서울 답방 문제를 놓고 입씨름을 했다. 제1야당인 자유한국당 김성태 원내대표는 “답방이 이뤄진다면 반드시 김 위원장이 현충원 국립묘지에 헌화하고, 천안함 유족과 국민들에 대한 사죄가 우선되어야 그의 답방을 환영하고 국회 차원의 연설을 협의할 수 있다”고 못박았다. 이에 문 대통령은 “우리도 북에 갈 때 북측이 안내하는 의미있는 장소에 남측 대표단이 갈 것인지 고민이 된다. 이것(현충원 헌화 등)을 전제로 해서 답방하는 문제가 되면 서로 역지사지하더라도 (김 위원장이) 난처하지 않겠느냐”며 곤혹스러워 한 것으로 알려졌다. 문 대통령은 또 “판문점선언에 대한 국회 비준동의가 잘 되면 좋겠지만 서두르지 않겠다”며 “국회에서 김 위원장의 서울 방문을 환영하는 합의문을 발표해 주면 고맙겠다”고 말했다고 한다.

국회 연설에 동의하는 조건으로 김정은 위원장에게 국립묘지를 참배하고 헌화할 것을 요구하는 자유한국당 김 원내대표에게 되묻고 싶다. 만일 북측이 김 원내대표를 초청하면서 자신이 김 위원장에게 제시한 것과 똑같은 전제조건을 내건다면 김 원내대표는 자신의 의사에 반하는 무례한 초청에 응하겠는가. 예컨대 김일성 주석의 시신이 안치되어 있는 금수산태양궁전을 ‘반드시’ 참배해야 한다거나 남측의 현충원 국립묘지에 해당하는 혁명열사릉이나 애국열사릉에 헌화할 것을 강요할 경우 그래도 갈 텐가. 초청해놓고 이런저런 조건을 단다면 그건 결국 오지 말라는 얘기나 다름 없다.

문 대통령이 평양에 갔을 때 북측은 아무런 전제나 조건 없이 문 대통령을 극진히 환대했음은 삼척동자도 안다. 15만 평양 시민들 앞에서 외국 원수로는 최초로 역사적 연설을 하도록 배려했고, 문 대통령이 트레킹을 좋아하는 걸 알고는 김 위원장 내외가 친히 백두산 천지까지 동반 등반하는 등 그 눈물겹도록 감동적인 순간들을 잊었을 리 없는 김 원내대표가 국립묘지에 반드시 헌화해야 하고, 더군다나 “북한군의 소행”이라는 이명박 정부의 일방적 주장 말고는 아직도 침몰 원인에 대한 실체적 진실이 불분명한 천안함 사건에 대해 사죄하지 않으면 환영도 안 하고 국회 연설도 못 한다며 ‘몽니’를 부리다니 언어도단이다.

앞의 칼럼에서 이미 인용했지만, 최근 경향신문이 창간 72주년을 맞아 실시한 여론 조사 결과 무려 국민의 85.6%가 김 위원장의 답방을 환영하는 것으로 나타났다. 특히 보수 성향이 가장 강한 대구 경북 지역에서도 79.1%가 환영하는 조사 결과가 나온 것만 봐도 남한 국민 10명 중 거의 9명에 이르는 절대 다수가 남북관계 개선을 열망하고 있음이 확인된 마당에 반공 각설이 타령 해서 먹고 사는 한심한 일부 극우 세력의 환영 따위 못 받으면 어떻고 까짓 국회 연설 못 한들 그게 무슨 대수랴. 문 대통령이 평양에 갔을 때 북측이 베픈 환대는 극진함을 넘은 감동 그 자체였다. 김 위원장이 서울에 오면 그를 예우함에 있어 한 치의 소홀함이 있어선 안 될 것이다.

요즘 남북관계가 조금씩 개선되는 조짐을 보이자 불안해 밤잠을 설치는 자들이 있다. 해방이후 지난 70여년 동안 ‘반공’과 ‘색깔론’이란 골동품을 팔아 권력과 부귀영화를 누려온 자유한국당과 그 떨거지들 같은 분단 적폐 세력에게 남북화해는 곧 자신들의 죽음을 의미한다. 때문에 문재인 정부의 대북 정책이 실패하기만을 천지신명께 빌고 또 빌며 격렬하게 저항하고 있다. 그런 터에 설상가상으로 그토록 믿었던 대북 강경파 트럼프마저 느닷없이 “김정은 위원장과 사랑에 빠졌다”고 고백하자 배신감에 치를 떨며, “이게 다 문재인이 뚜쟁이 짓을 한 탓”이라며 무슨 수를 써서라도 김 위원장의 답방을 막겠다며 광분하고 있다.

그러나 걱정할 것 없다. 경향신문 여론 조사 결과가 웅변하듯 김 위원장의 답방을 찬성하는 절대 다수의 국민들은 뜨겁고도 정중하게 그를 맞아 최상의 예우로 문 대통령에게 베푼 환대에 갑절로 화답할 것임을 확신하기 때문이다. 이미 판문점선언 국회 비준동의를 거부한 바 있는 김 원내대표는 김 위원장의 역사적 방한을 환영하는 국회 차원의 합의문을 발표해 달라는 문 대통령의 요청을 또다시 뿌리치는 몽니를 부려선 결코 안 된다. 바야흐로 유장한 우리민족사에 지축을 흔들며 새 시대의 도래를 알리는 먼동이 터오고 있다. (끝)
