뉴욕 컬럼비아 대학교에서 이틀동안 열린 '2018 국제 평화포럼'(2018 Global Peace Forum on Korea·GPFK)의 주최측은  오늘 영문으로 된 선언문과 함께 1차보고서를 민족통신에 보내왔다. 그 자료들을 여기에 소개한다. 이 행사는 지난 9월29일과 30일 세계 각계 전문가들이 참석했고, 재미동포들과 한국에서도 전문가들이 참석해 조국반도 평화문제를 포괄적으로 조명했다. [민족통신 편집실]

New York Declaration of Peace and Prosperity

for Korea and the World

 

September 29, 2018

This year, 2018, marks the sixty-fifth anniversary of the Armistice which ceased the brutal three-year Korean War and effectively and painfully divided the Korean people.

 

Heretofore, the Korean Peninsula has lived under a constant threat of war. Under the cease fire, Korea became a global hot spot where both military and nuclear clashes have the potential to be triggered.

 

The year 2018, however, presents the world a unique and historic opportunity, not only for lasting peace on the Korean Peninsula and a formal treaty to end the Korean War, but the beginning of a progressive process to reconcile and begin to reunify the divided Korean people.

 

In the political arena, courageous steps have been taken by the governments of the People’s Republic of Korea (DPRK) and the Republic of Korea (ROK) to establish a lasting peace.

 

This includes a series of important inter-Korean summits held by the leaders of the DPRK and ROK, respectively Chairman Kim Jong-Un and President Moon Jae-In, and the important Panmunjom Declaration that was made by both leaders on April 27, 2018.

Being aware of the thirst of Koreans for peace and unity, the US government under the administration of President Donald Trump, has also taken some encouraging steps. In this regard, an important dialogue has started between the DPRK and the US. This has resulted in the historic DPRK-US Summit in Singapore on June 12, 2018.

 

Encouraged by these events, regardless of faith, political orientation, personal conviction, or nationality, we, the gathered participants of the 2018 Global Peace Forum on Korea (GPFK), held at Colombia University in New York City, declare with good judgment and sound conviction:

 

(1) That the time has arrived for the signing of a formal peace treaty ending the Korean War. We believe it is a critical matter in moving forward that such a peace treaty be signed and ratified between the governments of the DPRK and the United States;

 

(2) That a win-win approach should be used where each respective governments takes reciprocal steps in the de-escalation of longstanding tensions, normalization of relations, and building of strong positive relationships;

 

(3) That the positive steps taken by the DPRK be dually recognized and supported by immediately lifting all sanctions that impede humanitarian relief or development assistance as well as sports, academic, cultural and people to people exchanges with the people of the DPRK and the outside world.

 

(4) That as relations are normalized and sanctions are eliminated that the Korean Peninsula be declared a Nuclear Free Zone, where nuclear weapons are eliminated and the Nuclear Free Zone is protected from nuclear threats by international treaty.

 

Therefore, we the gathered participants of 2018 GPFK strongly believe that the right time in history is before us: to end the hostilities in the Korean Peninsula and urge all respective parties to take the courageous and bold steps of making peace.
