[미주]싸드 반대 로스엔젤레스 지역 평화시민들 시위

[로스엔젤레스=민족통신 종합] 싸드를 한국에 배치하는 문제에 대해 이를 반대하는 시위들이 10월21일(금) 오후 6시30분, 로스엔젤레스를 비롯하여 뉴욕, 워싱턴 디씨, 필라델피아 등 미국 대도시에서 동시다발로 진행되었다. 로스엔젤레스 지역에는 미국인 평화운동단체 회원들과 이곳 동포사회 시민단체들 회원들이 함께 힘을 합쳐 이곳 한국총영사관 앞에서 "싸드반대, 전쟁반대, 평화협정체결하라!"는 구호들을 반복하여 외치면서 90분가량 시위를 진행했다. 

이날 시위장에는 미국인 평화운동단체 ANSWER를 포함하여 미국인 진보단체 대표들, 그리고 동포사회 시민단체들 회원들이 함께 자리를 하여 미국이 한국에 배치할 싸드는 평화를 위협하는 행위로 이를 적극 반대하여야 한다고 강조했다. 

싸드 배치는 또 13억달러의 큰 비용이 들며 이를 운영하는데 있어 적어도 1년에 2천2백만 달러가 소요되는것으로 이것을 한미 양국민들의 불필요한 세금들을 낭비하는 것이라고 지적한 단체들 대표들은 싸드 배치는 전쟁을 증가시켜 지구촌 위기를 고조시킬 뿐이라고 지탄하면서 참석자들은 영어 성명서 발표와 우리말 성명을 발표를 청취하고 정치집회를 가진 다음 윌셔거리를 행진하면서 싸드반대, 전쟁반대, 평화협정체결을 촉구하는 구호를 반복하여 복창했다. 

ANSWER 단체 로스엔젤레스 지역대표인 프레스톤 우드씨는 "US Troops Out Of South  Korea, No THAAD!"를 강조하면서 코리아반도의 미군을 철수시켜 평화를 정착해야 한다고 강조하면서 해외주둔 미군들은 코리아반도 뿐만 아니라 시리아의 중동을 포함하여  지구촌의 전쟁위기를 고조시키고 있다고 지적하고 미군철수, 싸드배치 반대, 전쟁반대를 거듭 호소했다. 

이날 동포단체들 대표들은 원불교, 기독교 평화지지 목회자들, 시민단체 대표들과 회원들 등 근래 볼 수 없는 많은 동포들이 참가하여 코리아반도의 평화를 촉구하는 시위를 벌였다. 참석자들은 동포들과 미국주류사회 평화애호민들이 함께 시위를 하니깐 경찰들도 여러명 동원되어 평화집회를 반대하려던 극우단체들 일부 외원들의 방해책동도 일찌기 중지시켜 주는 효과를 냈다면서 앞으로 한미 평화애호민 중심운동이 지속되어야 한다고 강조하는 참석자들이 많았다.

Statement:
No to U.S. Missile Defense in Korea

On July 7, 2016, the U.S. and South Korean governments announced a joint decision to deploy the U.S.

Terminal High Altitude Area Defense (THAAD) missile system in South Korea.


The two governments assert, without serious evidence and contrary to expert opinion, that the THAAD system will protect South Korea from the threat of North Korean missiles. For example, the U.S.


Congressional Research Service finds that THAAD is unlikely to shield South Korea since it is designed to counter high altitude missiles, not those that North Korea would likely use against South Korean targets.


Moreover, the decision to deploy THAAD in South Korea, and to continue with last summer’s U.S.-South Korea war games, occurred in spite of offers by North Korea to freeze its nuclear weapons programs if Washington and Seoul would stop the war games. North Korea has since continued testing its ballistic missiles; it conducted its fifth nuclear explosion, September 9, 2016, and continues to pursue its goal of fitting a nuclear warhead on top of an ICBM missile.


The U.S. THAAD deployment in South Korea is part of the U.S. “pivot” to the Asia Pacific. It expands the already significant network of U.S. “missile defense” systems encircling China and Russia. These systems give the United States a significant, although fleeting, military advantage in any future confrontation since they give the United States military the potential to neutralize an opponent’s ability to retaliate. The expansion of this network appears to reflect a broader U.S. decision to change its military posture from one of deterrence to that of first strike.


The determination of the US government to use an expanding regional military presence to boost its regional political influence comes at high cost. For example, this strategy intensifies regional military tensions, fuels a new arms race, and increases the possibility of a new war on the Korean peninsula. In doing so, it also undermines the national sovereignty and democratic aspirations of people in other countries, in this instance those in South Korea.


A growing number of South Koreans are fighting to block deployment of the THAAD system in their country. They correctly fear that its deployment will draw their country into an anti-Chinese alliance with the United States and Japan, embolden militaristic and anti-democratic political forces in their own country, and exacerbate tensions between North and South Korea. They also worry about the negative health effects that appear associated with the operation of the THAAD radar system. Also of concern is the cost of the THAAD system--estimated at $1.3 billion, plus an additional $22 million each year for operating and sustainment--will be borne by South Korean and U.S. taxpayers.


Very little is known in the United States about THAAD and the opposition of South Koreans to its

deployment in their country, and of recent diplomatic overtures by North Korea to reduce tensions on the peninsula. Yet, its deployment should also be of concern to people in the United States. We also will suffer if our country again goes to war. And even if the worst is avoided, the continuing development of new and more destructive weapons systems draws precious resources away from needed domestic social programs.


After decades of disastrous military engagements abroad, we need a new approach. We urge the U.S. government to move away from policies that escalate military tension and redraw Cold War-era lines in favor of policies that seek to resolve conflicts, peacefully, through diplomacy and dialogue. Toward that end, we urge the U.S. government to rescind its decision on THAAD deployment in South Korea, and to pursue all possible avenues for reducing tensions on the Korean peninsula by re-engaging in diplomacy with North Korea.

2016 7 8 , 한국과 미국 정부는 미국의 고고도 미사일 방어체계 (THAAD, 사드) 한국 배치를 발표했다.


양국 정부는 사드가 북한의 미사일 위협으로부터 한국을 보호할 것이라고 주장하고 있으나, 의회 조사국은 사드가 고고도 미사일에 대응하도록 고안되었기 때문에 북한이 한국을 겨냥하여 사용할 미사일에 제대로 대응하지 못할 것이며 따라서 한국을 보호할 가능성이 낮다고 밝힌 있다.


또한, 사드를 한국에 배치하고 한미합동군사훈련을 지속하겠다는 결정은, 한국과 미국이 군사훈련을 중단하면 핵무기 프로그램을 중지하겠다는 북한의 제안을 무시하고 내려졌다. 이후로 북한은 탄도 미사일 실험과 핵실험을 지속하고 있다.


한국 사드 배치는 미국의 ’아시아 회귀전략’ (Pivot to Asia : 미국의 외교·군사 정책의 중심축을 중동에서 아시아로 이동시키겠다는 오바마 정부의 정책) 일환이다. 이는 현재 중국과 러시아를 대상으로 하는 미국의 미사일 방어 체계 (MD) 더욱 확장하는 역할을 것이다. 이러한 체계는 장차 어떠한 군사적 대치가 있는 경우, 미군이 비록 짧은 시간 동안이긴 하지만 적국의 보복 능력을 상쇄시킬 있는 상당한 군사적 이점을 가지게 되는 것을 의미한다. 이러한 MD 확장으로 미루어 , 미국은 전쟁 억제의 입장에서 선제 공격으로 군사적 태도를 전환한 것으로 보인다.


지역에서의 정치적 영향력을 키우기 위해 지역 군사주둔을 확대하고자 하는 미국의 정책은 많은 부작용을 초래한다. 전략은 군사적 긴장을 증폭시키고, 군비경쟁을 부채질하며, 한반도에서 새로운 전쟁의 가능성을 증대시킨다. 그러한 과정은 당사국 하나인 한국의 자주권과 한국민의 민주화에 대한 국민의 열망을 훼손시킨다.


점점 많은 한국인들이 자국 사드 배치를 막기 위해 투쟁하고 있다. 그들은 사드가 배치되면 한국이 .일과 함께 하는 ()중국 연합에 끌려 들어가게 되고, 한국내 군국주의적, 반민주적 정치세력이 강화되며, 남북한의 긴장이 악화될 것을 우려한다. 또한 사드 시스템 운용에 따른 전자파가 미칠 건강에 대한 부정적인 영향에 대해서도 걱정하고 있으며, 13 달러로 추산되는 사드 시스템 배치 비용과 매년 2 2 백만 달러의 운용 유지보수 비용을 한국과 미국의 납세자들이 감당해야 한다는 것에 대해서도 우려를 표하고 있다.


사드가 무엇인지, 그리고 한국이 사드 배치에 반대하고 있으며, 최근 한반도의 긴장을 완화하기 위한 북한의 외교적 움직임이 있어온 사실 등은 미국 내에서 거의 알려지지 않았다. 하지만 사드배치는 미국민들도 우려해야 일이다.


미국이 다른 전쟁에 뛰어든다면 미국민들 역시 고통을 받을 것이다. 최악의 상황은 면한다 해도, 계속해서 새로운 파괴 병기를 많이 개발하는 것은 국내의 사회 복지 프로그램에 필요한 소중한 자원을 끌어쓰는 일이 된다.


지난 수십 동안 해외에서의 파괴적인 군사적 충돌에 개입해온 이후, 우리는 이제 새로운 접근이 필요하다. 우리는 미국 정부가 군사적 긴장을 고조시키는 정책을 멀리하고, 외교와 대화를 통해 갈등을 평화적으로 해결하는 방법을 찾는 정책을 우선으로 하여 냉전 시대의 경계선을 수정하기를 촉구한다. 그렇게 하기 위해, 우리는 미국 정부가 한국에 사드를 배치하기로 결정을 철회하고, 북한과의 외교를 다시 시작하여 한반도의 긴장을 완화하는 모든 가능한 노력을 기울일 것을 촉구한다

민족통신 72번째 방북취재 보고회

민족통신은 1022(정오 로스엔젤레스 시내 제이제이 그랜드 호텔 2층별실에서 오찬을 나누면서 72번째 방북취재를 다녀  민족통신 편집인겸 대표인 노길남 박사의 방북취재보고회를 갖고 북녘의 실상을 있는 그대로 알리려고 다음과 같은 모임을 계획하여 알려드립니다

 

그는 "남측언론들과 서방언론들이 보도하는 내용들과 현지의 사정들은 아주 거리가 멀다"지적하면서 북녘의 정치군사경제사회문화,교육  도시건설 등에 관하여 총괄적으로 보고하여 북부조국을 바로 알리는 것이 이번 모임의 취지가  것이라고 말한다노길남 대표는이날  어떤 질문이라도 좋다고 하면서  모임이 북을 제대로 아는 기회가 되기를 바란다고 요망한다.(민족통신 편집실

사드 한국배치와 아태지역 군사화 저지를 위한 미국 태스크 포스 위원이며 태스트 포스 위원인 시몬천 입니다.

성주 사드 반대 촛불 집회 100일 연대 위해 미국의 평화 단체들과 재미교포들의 집회가 이번주에 성공리에 개최되었습니다.

미국내 연대 집회를 준비해 오신 많은 재미교포들과 평화단체들도 걱정을 하고 정성을 다하고 있습니다.  20년 넘게 한국의 진보, 노동, 평화문제, 강정해군기지 잇슈등에 꾸준히 지지와 연대를 해 주신 노엄 촘스키 교수님, 한국학의 대가 시카고 대학의 브루수 커밍스 교수님, 미국의진보 정치인 전 미국 하원 의원 데니스 구치니치 (http://stopthaad.org/letter-of-support-by-dennis-kucinich/), 노벨 평화상 수상자등 국제적으로 저명한 분들이 이번 서명에 참여하셨습니다.  미국내 사드에 관한 관심은 거의 제로인 현실에서 서명은 태스크 포스 멤버들의 개인 노력으로 가능했습니다. 한국 언론들이 우수한 보도를 해 주면 보람이 있을 것이고 더 많은 국제 학자들, 정치인들, 평화단체들이 앞으로 동참하게 될 것입니다.

짧은 시간내 태스크 포스 구성, 웹사이트, 집회 준비등 미국내 평화 단체들과 재미교포들의 노력과 기술, 열정, 정성에 정말 개인적으로 많은 감동을 받았습니다.  하지만 모두들 자원봉사를 하고 있기 때문에 부족한 점이 있을 수도 있으니 양해를 해 주시길 바랍니다.

한국내 현재 이렇게 중요한 잇슈인 사드관련 기사가 언론에서 사라지고 있다는 것이 너무나 안타깝습니다. 한민족의 생존을 좌우할 문제가 온갖 정치 스캔달에 묻혀 버리는 듯 합니다. 많이 바쁘시고 어렵더라도 그동안 너무나 힘들게 투쟁해온 성주 군민들과 국민들에게 조금이라도  위안이 될 수 있게 좋은 기사 부탁드립니다.
