김정일위원장 서거3주년을 맞아 램지 클라크(Ramsey Clark) 전 미연방법무장관과 1960년대부터 반전평화운동을 펼쳐온 새라 플런더스 여사(정치평론가이며 국제행동센터(IAC)의 공동의장)는 공동으로 추모연대사를 민족통신에 보내왔다. 이들 공동필진은  "코리아반도의 통일, 주권, 평화를 위해 투쟁한 김정일 총서기를 추모하며 기리는 특별기획을 준비해 민족통신에게 감사의 말씀을 전합니다"라고 전재하고 "조선민주주의인민공화국의 위대한 김정일 영도자 서거 3주년을 맞아 돌이켜 보면  김정일 영도자께서는 생전에 코리아반도의 평화통일을 위해 헌신해 왔고, 특히 1994년부터 2011 기간동안 헌신적인 업적을 남겼습니다"라고 피력한다. 영어원문과 함께 우리말로 개괄적으로 번역한 내용을 모두 전재한다.[민족통신 편집실]

국제행동센터(IAC) 코리아반도의 통일, 주권, 평화를 위해 투쟁한 김정일 총서기를 추모하며 기리는 특별기획을 준비해 민족통신에게 감사의 말씀을 전합니다.

이제 조선민주주의인민공화국의 위대한 김정일 영도자 서거 3주년이 됩니다. 김정일 영도자 께서는 생전에 코리아반도의 평화통일을 위해 특히 1994년부터 2011 기간동안 헌신적인 업적을 남겼습니다.

615 김정일 위원장께서는 한국의 김대중 대통령과 역사적인 정상회담을 주동적으로 진행하여 성사시킨 것은 역사에 길이 남을 것입니다. 수십년의 투쟁끝에 한국은 군사독재자들의 모진 수난을 극복하고 1998 대선승리를 통해 개혁정부가 집권하게 되었습니다.

김정일 영도자와 김대중 대통령이 서명하고 공포한 역사적인 남북공동성명은 모든이들에게 희망을 안겨주었습니다.

하지만 2002 1 미국의 죠지 더불유 부시 대통령은 연설을 통해 악의   발언을 하였습니다. 그는 이라크, 이란을 비롯 조선을 지칭하였습니다. 미국은 사회주의 조선을 대상으로 대북적대시 정책을 강화하면서 화해와 평화를 향해 나아가려는 코리아반도의 정세를 악화시키며 조선을 고립시키려고 하였습니다.

이에 대해 뉴욕의 조선유엔대표부 박길연 상임대표는 "부시 미대통령의 신년연설은 조선에 대한 실제적인 전쟁선언"이라고 반박했습니다. 그러나 김정일 영도자께서는 그러한 미국의 대북적대시 정책을 능숙하게 대응하였습니다.

조선은 나라를 창건한 시작부터 미국과 추종국들에 의한 적대시정책에 시달려 왔습니다. 그렇기 때문에 코리아반도가 사실상 70 가까이 분단되어 고통을 겪어 것은 주요한 이유가 다른데 있는 것이 아니라 바로 미국의 제국주의 세력에 의한 침략책동 때문이라고 지적할 있습니다. 이같은 이유는 의심할 여지가 없는 것입니다. 그리고 미국은 지난 시기 코리아반도 남단에 줄곧 미군을 주둔시켜 오면서 끊임없이 전쟁위협을 가했고, 해상훈련, 공군훈련 등을 전개하며 조선을 향해 긴장을 고조시키며 위협해 왔습니다. 미국은 심지어 코리아를 36(1910~1945) 동안 잔혹하게 식민지배로 강점한 일본까지 끌어들이는 훈련을 자행했습니다.

이같은 미국의 지속적인 위협은 조선으로 하여금 자위력을 강화시켜 주었습니다. 이때문에 김정일 영도자는 군사력을 강화시켜 나갔습니다.

그러나 미국 당국과 언론들은 조선이 자위력을 위해 소량의 핵억제력을 개발한 것을 두고 마치도 대단한 협박자라고 중상하고 모략해 왔습니다. 조선은 이에 대해 공격용이 아니라 방어용이라고 공공연하게 표명해 왔습니다. 미국은 2001년과 2010 핵무기관계 계획서에 조선에 대해 선제타격할 권리를 갖는다고 일방적으로 주장했습니다.

이러한 상황임에조 불구하고 김정일 영도자는 한국 당국과 남녘 동포들에게 쉬지 않고 접근하며 화해협력 정책을 시도해 왔습니다. 결과 각계각층의 교류들이 이뤄졌고, 남북 이산가족들이 가슴을 맞대고 상봉할 있는 기회가 주어졌습니다.

저희 국제행동센터(IAC) 한국과 조선에 많은 대표들을 보낸바 있습니다. 그리고 지난 2001 623 뉴욕에서 코리아 전쟁범죄를 심판하는 법정대회를 마련하여 세계 전문가들을 초청해서 증언들을 청취하고 분석한 결과 지난 1945년부터 2001년사이에 미국정부 당국에 의해 수없이 많은 잔혹한 미군범죄사건들이 발견되었습니다.

저희들은 조선정부와 조선 인민들에 대한 미국의 제국주의 세력이 행하는 적대시 정책에 대응하기 위해 김정일 영도자가 조선의 주권과 화해정책을 펼쳐 나가는 헌신적인 노력을 널리 알리면서 동시에 제국주의자들로부터 고통과 탄압받아 모든 나라들의 주권을 옹호하는데  최선의 노력을 다할 것입니다.

*[인물소개] 추모연대사를 공동집필진 중의 한분은 램지 클라크(Ramsey Clark) (88- 미연방정부 법무장관) 변호사이며, 진보운동 활동가이고, 전직 고위급 관리이다. 그리고 새라 플런더스 여사는 1960년대부터 반전평화운동을 전개한 조직가였고, 정치평론가이며 평화운동가이다. 그는 지금 국제행동센터(IAC) 공동의장을 맡고 있다.

The International Action Center wishes to thank Minjok-Tongshin for organizing this tribute to and reflections on the contributions of Kim Jong Il to the Korean people's struggle for reunification, sovereignty and peace.

 

It is now three years since the death of this great leader of the Democratic People's Republic of Korea. During the years that Kim Jong Il presided as head of state, from 1994 to 2011, he took many steps toward the goal of the peaceful reunification of Korea.

 

A date that will ring in history was his historic summit meeting with President Kim Dae Jung of South Korea on June 15, 2000. Decades of popular struggle in South Korea against military dictatorships had finally brought about the election of a liberal government in 1998.

 

The historic North-South Joint Statement signed by Kim Dae-jung and Kim Jong Il aroused tremendous hopes that, at last, the barriers to reunification would finally begin to fall.

 

However, in January 2002, George W. Bush made his infamous "Axis of Evil" speech. Along with Iraq and Iran, Bush targeted the DPRK in an effort to raise the level of hostility towards socialist Korea, promote its isolation and undermine the strong current on the peninsula toward reconciliation, relaxation of tension and reduction of military confrontation.

 

In an unprecedented response to Bush's speech, Pak Gil Yon, Permanent Representative of the DPRK to the United Nations, said in an interview with Workers World newspaper, “We consider Bush’s State of the Union address to be a de facto declaration of war on the DPRK.” (Workers World, March 28, 2002) These are the conditions that Kim Jong Il had to face as he skillfully guided his country through treacherous waters.

 

The DPRK since its very inception has confronted unremitting hostility from the governing circles of the United States. It can be said, without a doubt, that the main cause behind the cruel division of Korea for almost seven decades is U.S. imperialist aggression, the continued occupation of the South by the Pentagon, and Washington's relentless war threats and mobilizations in the air and water around the DPRK. These war "exercises" have in recent years included a re-militarized Japan, which from 1910 to 1945 had annexed Korea under the cruelest colonial rule.

 

These constant threats have made it incumbent on the leaders of the DPRK to maintain a strong defense, with the capability of mobilizing their forces on a moment's notice. Kim Jong Il never wavered in his duties as commander of Korea's defense forces, even as he pursued every avenue for reducing tensions on the Korean peninsula.

 

The U.S. and its media slander the DPRK as a great menace because it has developed a small arsenal of nuclear weapons. However, Kim Jong Il publicly committed the DPRK to no first-use of this fearsome weapon. By contrast, the U.S. in its Nuclear Posture Review, first issued in 2001 and updated in 2010, still reserves the "right" of first-use of its large nuclear weapons arsenal against the DPRK.

 

In spite of all this, the DPRK under Kim Jong Il's leadership over and over again reached out to the authorities and the people in the South. Many negotiations were held to arrive at agreements that allowed divided families to visit each other, leading to emotional reunions that stirred the hearts of the entire Korean nation.

 

The International Action Center has sent many delegations to both the North and South of Korea. We hosted the Korea International War Crimes Tribunal in New York on June 23, 2001, that laid bare, through many eyewitness and expert testimonies, some of the many terrible crimes carried out by the U.S. government in Korea during the period 1945 to 2001.

 

In our commitment to counter the hostility of this imperialist government toward the people and government of the DPRK, the IAC believes it is of the greatest importance to raise awareness of the great efforts made by leaders like Kim Jong Il to steer a course toward reconciliation, while also militantly guarding the Korean people's sovereignty and the sovereignty of all who have been oppressed by colonialism and imperialism.

*William Ramsey Clark (born December 18, 1927) is an American lawyer, activist and former public official. He worked for the U.S. Department of Justice, which included service as United States Attorney General from 1967 to 1969, under President Lyndon B. Johnson. He supervised the drafting and played an important role in the passage of the Voting Rights Act of 1965 and Civil Rights Act of 1968. Since leaving public office Clark has led many progressive activism campaigns, including opposition to the War on Terror, and he has offered legal defense to controversial figures such as Charles Taylor, Slobodan Milošević, Saddam Hussein, and Lyndon LaRouche.

Clark was born in Dallas, Texas on December 18, 1927. His father, Tom C. Clark,[2] was also a United States Attorney General and was a justice of the Supreme Court of the United States. His mother, Mary Jane (née Ramsey), was the daughter of a prominent Texas judge and lawyer, William Franklin Ramsey.[3]

Clark served in the United States Marine Corps in 1945 and 1946, then earned a Bachelor of Arts degree from the University of Texas at Austin in 1949, and a Master's and Juris Doctor degrees from the University of Chicago in 1950. While at the University of Texas, he was the member of Delta Tau Delta International Fraternity.[4]

He was admitted to the Texas bar in 1950, and was admitted to practice before the Supreme Court of the United States in 1956. From 1951 to 1961, Clark was an the associate and partner in the law firm of Clark, Reed and Clark.

*Sara Flounders is an American political writer and has been active in 'progressive' and anti-war organizing since the 1960s. She is a member of the Secretariat of Workers World Party, as well as a principal leader of the International Action Center.[1] She has co-authored and/or edited 10 books the IAC published on U.S. wars and sanctions against Iraq and Yugoslavia, on U.S. use of depleted uranium weapons, on Haiti and Colombia, and on opposing military recruiters. She also frequently writes for Workers World newspaper.

Flounders organized delegations to Iraq during the years when international sanctions were in place, following the 1991 Gulf War. She participated in demonstrations against U.S. presence in the Philippines and South Korea. She traveled to Sudan after Operation Infinite Reach, to Yugoslavia during the war. She has visited Syria and Iran and organized delegations to Lebanon. She traveled several times to Gaza.

Flounders sits on the board of directors for the International Anti-imperialist Coordinating Committee, is founder and an organizer with United National Antiwar Coalition, and the is Secretary of National Board of National Coalition to Protect Civil Freedoms. She works on legal defense efforts for Dr. Aafia Siddiqui, Lynne Stewart, Mumia Abu-Jamal, and other alleged political prisoners.

미국에도 이런 양심인들이 있어 의아스럽지만 이런 지성인들이 있어서 그나마 생명이 유지되는군요.
