미국 내 유명의사로 이름 난 박문제 박사는 지난 11일 이승만 목사(미국교회협의회 전 회장), 윤길상 목사(재미동포전국연합회 의장), 함성국 목사(미 감리교 교단 퇴임 목회자), 이행우 회장(재미동포협회, 케이커교 신자) 공동명의로 죤 케리 미상원의원(전 민주당 대통령 후보)을 포함하여 3명의 정치인들(박서, 루가, 바이든 상원의원), 그리고 곤돌리자 라이스 신임 국무장관 앞으로 조국반도에 관련한 부쉬 정부의 대북정책에 대해 문제들이 많다고 지적하고 왜곡된 사실들을 바로잡아 설명한 서한을 보내면서 대북적대시 정책이 바뀌어야 한다는 요지의 내용을 전달해 관심을 모으고 있다.

<##IMAGE##>박 박사는 민족통신과 가진 대담을 통하여 죤 케리 상원을 수신인으로 하여 보낸 편지들은 참조인으로 미국의 대북정책에 영향을 주는 바바라 박서, 루가, 바이든 상원의원들을 선정했고, 그리고 새로 국무장관이 된 곤도리자 라이스 박사를 참조인 대상에 포함시켰다고 설명했다.

그는 케리 상원의원을 수신인으로 선택한데 대해 케리 상원으원은 부쉬 대통령이나 그의 각료들 보다는 대북문제를 풀어 나가려면 6자회담보다는 북미 2자회담이 바람직하다고 말한 사람으로 비교적 북의 사정을 많이 이해하고 있는 정치인이라고 생각하였기 때문이라고 대답했다.

박 박사는 또 케리 상원의원이 작년 10월 26일 미대선을 앞두고 뉴욕타임스에 전면광고로 게재한 내용을 다 읽은 사람으로 이북에 대하여 다른 정치인들보다는 더 많이 이해하고 있는 정치인으로 기대하였다고 말했다.

그는 작년 뉴욕타임스 전면광고를 게재할 때 북미관계 약사를 포함하여 미국의 대북정책, 특히 부쉬 대북외교정책이 바람직 하지 않다고 지적하는 내용과 함께 북미관계 60년 약사에서 미국의 실책들을 연대별로 소개하여 미국 일반인들에게도 북을 이해하고 부쉬의 대북외교의 문제점들을 이해하는데 커다란 반향을 불러일으켜 왔다.

박 박사는 의료교류협력차 이북을 방문한 횟수는 14차례라고 설명하면서 이북에 대하여 비교적 많이 이해하는 사람이라고 답변하면서 "앞으로도 미국 내 주류사회를 향해 북에 대한 왜곡을 시정하는데 한 몫할 계획"이라고 말했다.

"나는 이북을 어느 정도 알고 있다."고 전재한 박 박사는 "이북이 가난하고 세련되지 못하고 잘 먹지 못하고 서방사람들이 어떻게 생각하고 일하는지 잘 모를수도 있지만 그들은 우리 동족으로 아주 정직하고, 부지런하며, 정열적이고 민족에 대한 긍지와 존엄성이 대단히 강하다. 그들은 곤도리자 라이스가 말한 것 처럼 바보가 아니고 나무껍질을 벗겨 먹고 사는 사람들이 아니다. 미국 상원 청문회에서 발언한 라이스의 태도에 대하여 분노하는 사람들이 별로 없고 우리 민족에 대하여 비하하는 발언에 대하여 별로 반응하는 사람들이 안보여서 몇 분의 동포인사들에게 제 뜻을 편지로 보내 동의를 얻어 공동으로 서한을 보내는 계기가 되었다"고 서한 켐페인의 배경을 설명해 주었다.

그는 라이스 인준과 관련된 청문회에서 반영된 대북자세와 함께 부쉬정부 1기에 보여 준 북미관계에서 미국의 대북적대시정책 문제점들을 지적하며 조국반도에 대한 안정과 평화를 위해서 부쉬정부의 대북정책은 변화되어야 한다고 강조했다.

라이스는 청문회에서 이북이 1994년 북미간에 맺어진 제네바 협정을 지키지 않았다는 식으로 설명하였지만 실제로는 그렇지 않았다고 바로잡으면서 미국 정치지도자들이 이북을 향해 <악의 축>이니 <폭정의 전초기지>니 하면서 매도하였던 것은 바람직 하지 못했다고 박 박사는 설득하는 내용들을 제시하기도 했다.

그는 또 부쉬 행정부에서 6자회담을 강조하나 북미간의 당사자 회담에서 이른바 북핵문제를 풀어나가는게 바람직하다고 제안하며 작년 10월26일 뉴욕타임스 전면광고를 통해 <미국 대중들에게 보내는 호소문>에 게재한 내용들을 읽어보고 이해하기를 바란다는 요지의 내용들을 이번 서한에 담았다.[참조: 아래 영문 편지를 꼭 참조하기 바라는 내용도 서한 말미에 첨가했음].

Dear Senator Kerry:

Among Americans who watched the Senate confirmation hearing of Dr.
Condoleezza Rice for Secretary of State, were many key leaders of the Korean American
community, who now number over one-million, productive, patriotic citizens.
The hearing held on January 18, 2005 was of particular interest to us since
it provided the first possible opportunity for a glimpse into the direction of
the new administration"s Korean peninsula foreign policy.

Over the past four years, we have been deeply concerned by the needlessly
harsh thrust of the US policy toward the North Korea that, we believe, eventually
led to the latter emerging as a fledgling nuclear power, and we have been
hoping fervently that there be some significant changes in the policy towards the
direction making it more conducive to the peace and stability in the Korean
peninsula.

We felt that the hearing was conducted excellently in the hands of the
seasoned leadership of its chairman Senator Lugar, who as usual, adopted a well
balanced bipartisan approach throughout the proceedings.
Dr. Rice"s opening comment declaring that the "The era of diplomacy is upon
us," was very hopeful and our expectations had become heightened, for in the
past four years, actually the lack of proper diplomatic discourse with proper
decorum unfortunately marked the conduct of this administration"s North Korea
policy.

We silently cheered when you raised questions about the new Bush
administration"s North Korea policy, and hoped that Dr. Rice would indicate a new
culturally sensitive State Department approach. However, contrary to her rather
hopeful opening comments, her answer contained not a single clue to expect any
hopeful changes in the direction of the new administration. It was more of the
same; multilateral talks and pressure on North Korea to disarm its nuclear weapons
system. Furthermore, in her presentation, she referred the government of
North Korea as "an outpost of tyranny," her people as "bark-eating people" and
"treaty-cheaters"; who had signed a 1994 treaty (referring to the Agreed
Framework between the US and the DPRK, signed in 1994, at Geneva) and started cheating
within two years.

Aside from her expressions lacking diplomatic finesse and cultural
sensitivities, Dr. Rice"s statement regarding the North Korea"s non-compliance of the
"94 Agreement was factually inaccurate. Actually until 2002, our CIA had been
annually certifying to Congress that North Korea was compliant in adhering to
its treaty obligations to keep the spent fuel rods sealed, thus not extracting
any plutonium needed for a nuclear device. The uranium enrichment is a
different issue; however, to this date, the US accusation has not been based on any
un-refutable direct evidence, and North Koreans have been hotly denying the
allegation.

Clearly, mutual trust, respect and North Korean transparency all suffered due
to the Bush administration"s politically motivated denigration of President
Clinton"s 1994 Agreed Framework between the US and North Korea, and branding of
North Korea as part of the "Axis of Evil"

We admire Dr. Condoleezza Rice for her success in her careers in academia and
also in government. Her appointment to the highest cabinet position,
Secretary of State, needless to say represents an embodiment of the American value and
an enormous personal achievement. We applaud her and wish her every success
in her new responsibilities, because her success has such direct and profound
bearings on the continued peace and stability of our countries of origin; the
two Koreas, South and North. However, as Senator Boxer stated during the
hearing, Dr. Rice"s enthusiasm for success and achievement should not be at the
expense of her loss of respect for the truth.

Senator Kerry, we welcome your call for direct talks with North Korea, in
addition to the six party talks, to resolve the nuclear issue. As Korean
Americans we feel that the present day Korean issues needs to be looked at
dispassionately from a historical perspective and in so doing, develop a better
understanding of the Korean people, their unique perspective, mindset, demeanor and
their cultural ethos.

Therefore, we have taken the liberty of sending you a copy of the full page
advertisement we ran on the New York Times (October 26, 2004) entitled; "Letter
of Appeal to the American Public"
