BEIJING — North Korea’s top nuclear weapons negotiator was headed for New York on Tuesday and plans to meet with Secretary of State Mike Pompeo as officials race to settle on an agenda for a June 12 summit meeting between the North’s leader, Kim Jong-un, and President Trump in Singapore.


Mr. Trump said on Twitter that Kim Yong-chol, one of the most trusted aides to the North’s leader and a former intelligence chief, was “heading now to New York.” In a reference to the moves made since he canceled the off-again-on-again summit meeting, the president added, “Solid response to my letter, thank you!”

Top North Korean official Kim Yong Chol heading to US


Seoul (CNN)One of North Korean leader Kim Jong Un's top officials is traveling to the United States and will meet Secretary of State Mike Pompeo as the two countries lay the groundwork for on-again, off-again talks between Kim and US President Donald Trump in Singapore on June 12.

Trump himself confirmed the news of Kim Yong Chol's trip to the US early Tuesday, tweeting: "We have put a great team together for our talks with North Korea. Meetings are currently taking place concerning Summit, and more. Kim Young Chol, the Vice Chairman of North Korea, heading now to New York. Solid response to my letter, thank you!"
Kim will meet with Pompeo later this week, according to White House press secretary Sarah Sanders.
Once he touches down on American soil, Kim would be the most senior official to visit the United States since 2000, when Vice Marshal Jo Myong Rok traveled to Washington to meet with former US President Bill Clinton in the Oval Office. Then-US Secretary of State Madeleine Albright traveled to North Korea later that month.
His trip comes as the United States and North Korea attempt to revive the summit, a potential diplomatic triumph for two countries technically still at war.

The talks nearly fell apart last week when Trump said he was calling off the June 12 meeting in Singapore, following incendiary comments from a senior North Korean foreign ministry official who called Vice President Mike Pence a "political dummy." The White House also said in a background briefing that North Korean officials hadn't answered their calls, frustrating their attempts to plan for the meeting.
But after a conciliatory statement from North Korea, Trump revived hopes for the meeting late Saturday night. Over the weekend Kim Jong Un called an impromptu meeting with South Korean President Moon Jae-In at the Demilitarized Zone and reiterated his commitment to denuclearizing.

Kim's right hand man

Kim Yong Chol and Kim Jong Un's sister, Kim Yo Jong, have been two of the most visible and important players in Pyongyang's push for rapprochement with South Korea and the United States this year.
Kim Yong Chol's trip to the US indicates that Washington and Pyongyang have direct lines of communication open and are working closely together to work though issues ahead of the summit.
Pyongyang's foreign ministers regularly travel to New York to address the United Nations General Assembly, but this will be a much higher level presence with Kim Yong Chol's appearance at the international body headquarters.
"There is a power going to enemy territory. The act itself builds confidence on both sides," said John Delury, a professor of international relations at Yonsei University's Graduate school of International Studies.
"It shows a healthy process of the two sides working with sincerity to fundamentally change the relationship."
Kim Yong Chol is the vice chairman of North Korea's Party Central Committee, and is Kim Jong Un's top official in charge of relations between North and South Korea. He's often pictured with the North Korean leader and attended his two recent meetings with South Korea's President Moon at the DMZ that divides the two Koreas.
Kim Yong Chol has already met at least one senior US official. He was pictured greeting US Secretary of State Mike Pompeo when the former CIA director visited Pyongyang earlier this month.
Kim Yong Chol was part of the delegation from the North that traveled South in February for the Winter Olympics closing ceremony, a decision that surprised many considering he was believed to have masterminded the sinking of a South Korean navy ship in 2010 that killed 46 sailors while serving as North Korea's top intelligence official.

A busy weekend

The White House has dispatched officials across the globe to prepare for the possible summit.
A team of US officials traveled to North Korea Sunday for talks with their North Korean counterparts. The team from Washington includes Sung Kim, a former US ambassador to South Korea and special representative for North Korea policy; Randall G. Schriver, the assistant secretary of Defense for Asian and Pacific Security Affairs; and Allison Hooker, director for Korea on the White House's National Security Council.
Talks could potentially resume Wednesday at the DMZ, a person familiar with North Korea-US relations told CNN.
Representatives from Washington and Pyongyang have also been sent to Singapore, the island city-state that has agreed to host the talks, the first between a North Korean leader and sitting US President.
Japanese public broadcaster NHK posted footage online of a North Korean official at Singapore International Airport Monday, the same day US officials arrived for talks on logistics.
The diplomatic scramble follows a last-minute meeting between Kim and Moon on the northern side of the DMZ Saturday to discuss the next steps after Trump's surprise cancellation.
As Moon revealed the substance of their discussion in a press briefing Sunday, President Trump announced that the meeting was back on.
"We're looking at June 12th in Singapore. That hasn't changed."
Moon told reporters Kim requested the meeting with him on Friday afternoon, in what was only the fourth encounter between the leaders of North and South Korea.

(서울=연합뉴스) 김효정 기자 = 다음 달 북미정상회담을 앞두고 북한과 미국의 실무 협상팀이 비핵화와 대북 체제보장의 교환 방안을 놓고 판문점에서 벌인 실무협상이 30일 사실상 마무리됐다.

성 김 필리핀 주재 미국대사가 이끄는 미국 측 협상팀은 이날 오전 10시께부터 판문점 북측 지역 통일각에서 최선희 외무성 부상 등 북측 협상팀과 27일 1차 실무회담에 이어 2차 실무회담을 한 것으로 전해졌다.

미측 협상팀을 태운 차량은 판문점에서 나와 이날 오후 2시 50분께 통일대교를 통과해 남측 방향으로 향했다.

미측 협상팀이 이날 4시간 반가량 판문점에 머무른 것이다. 북미 양측은 오전 회의 후 오후에 짧게 다시 회의한 것으로 알려졌다.


미측 협상팀에는 성 김 대사 이외에 앨리슨 후커 백악관 국가안보회의(NSC) 한반도 보좌관, 랜달 슈라이버 국방부 아시아·태평양 담당 차관보 등도 참여했다.

1·2차 실무회담을 통해 북미 양측은 북한의 비핵화 방안과 이에 상응하는 미국의 대북 체제안전보장 방안을 어떻게 교환할지를 집중 조율한 것으로 알려졌다.

북미는 27일 1차 회담에서 비핵화와 대북 체제안전 보장 방안에 대해 의견을 교환했으며, 28∼29일에는 회담을 하지 않아 각자 본국과의 교신을 통해 협상 전략을 가다듬은 것으로 관측됐다.

이런 과정을 거쳐 사흘 만에 속개된 이날 회담에서는 북미가 보다 입장차를 좁혀 구체적인 안을 만들어냈을지 주목된다.

특히 성 김 대사는 31일 출국해 미국으로 갈 가능성이 큰 것으로 알려져, 판문점을 무대로 진행된 '성 김-최선희' 라인의 실무협상은 2차 회담을 끝으로 마무리된 것으로 보인다.

정부의 한 소식통은 "판문점 북미 접촉이 모두 종료된 것으로 안다"고 말했다.

이번 판문점 협상을 통해 북미가 비핵화와 체제안전 보장의 교환 방안에 대해 진전된 안을 도출했다면, 이를 토대로 미국 뉴욕에서 김영철 노동당 부위원장 겸 통일전선부장과 마이크 폼페이오 미 국무장관이 남은 쟁점을 놓고 막바지 '담판'을 시도할 것으로 전망된다.

김 부위원장은 베이징 서우두공항에서 현지시간으로 30일 오후 미국 뉴욕으로 출발했으며, 뉴욕 현지시간으로 30∼31일께 폼페이오 장관을 만나 고위급 회담을 가질 예정이다.

북미 양측에서 최근 정세전환 국면을 주도해온 김 부위원장과 폼페이오 장관은 도널드 트럼프 미 대통령과 김정은 국무위원장이 다음 달 12일 정상회담에서 승인할 합의안을 최종적으로 조율할 것으로 관측된다.

김 부위원장이 이번 방미에서 도널드 트럼프 대통령을 예방해 김정은 국무위원장의 메시지를 직접 전달할지에도 관심이 쏠리고 있다.

한편, 이날 북미정상회담 개최지인 싱가포르에서는 김창선 북한 국무위원회 부장과 조 헤이긴 미 백악관 부(副) 비서실장 등 양측의 의전 담당자들이 회담 장소와 세부 일정 등 실무사항에 대한 협의를 한 것으로 보인다.

지난 28일부터 싱가포르를 방문 중인 김창선 부장은 이날 오전 9시 45분(현지시간)께 수행원과 함께 숙소인 풀러턴 호텔을 출발했고 헤이긴 부비서실장이 이끄는 미측 실무팀 차량도 비슷한 시각 숙소인 센토사섬의 카펠라호텔을 떠났다.

외교라인의 실무회담에서 이어지는 북미 대외전략 '총책'의 고위급 담판, 그리고 싱가포르에서의 의전 협의 등 전방위적 접촉을 통해 북미가 정상회담 준비 협의에 속도를 내고 있다.

Pompeo, Kim Yong-chol to meet in NY to put final touches on summit

North Korea’s Kim Yong-chol and US Secretary of State Mike Pompeo are to set to meet in New York, adding to speculation that arrangements for the US-North Korea summit may be in their final stages.

On Wednesday, Kim Yong-chol, vice chairman of the Central Committee and director of the committee’s United Front Department, left for New York aboard a China Air flight from Beijing. The flight is scheduled to arrive at the John F. Kennedy International Airport at 2:20 p.m. on Wednesday.

According to the US Department of State, Kim Yong-chol and Pompeo will meet later this week to discuss the summit between US President Donald Trump and North Korean leader Kim Jong-un scheduled for June 12 in Singapore.

At a press briefing Tuesday, State Department spokesperson Heather Nauert said that Pompeo will head to New York on Wednesday and return on the following day.

Nauert declined to comment on the agenda of the Kim-Pompeo meeting, saying only that the two are meeting for the third time, and that they had “very deep conversations, where they’ve talked about a lot of detail about the United States expectations.”

Seoul’s presidential office welcomed the news of the meeting, with a high-level official commenting that summit preparations appear to be “moving along smoothly.”

The official, speaking on customary condition of anonymity, again stressed that a possible three-way meeting involving President Moon Jae-in will depend on the outcome of the US-North Korea summit.

As for Kim Yong-chol’s itinerary, reports citing unnamed diplomatic sources say that he had initially booked a Tuesday’s flight to Washington DC but changed his flight upon arriving in Beijing on Tuesday.

The change in Kim’s itinerary sparked a number of speculations, including that the North Korean official may have delayed his trip to consult with Beijing.

A local news agency reported that Kim’s destination was changed to New York due to the symbolism a trip to Washington DC would have.

Nauert, however, downplayed the symbolism carried by the location, focusing instead on the significance of the meeting.

“I think it shows the importance of this meeting to look forward and look ahead to the planned meetings that the president would have with his counterpart in the future,” Nauert said in a press briefing, according to State Department transcript.

Kim’s scheduled meeting with Pompeo comes as two other US-North Korea negotiations continue.

Sung Kim and White House Deputy Chief of Staff Joe Hagen are in talks with North Korea respectively the Demilitarized Zone and Singapore. Sung Kim, US ambassador to the Philippines and former nuclear envoy, is discussing the agenda of the summit, while Hagen’s team is working out logistics issues.
