[로스엔젤레스=민족통신 종합]미국시민인 박문재 박사(의사)는 최근 버시바우 주한미국 대사의 거칠은 대북발언과 관련하여 생각하는 미주동포들의 관점에서 쓴 영문의 공개편지를 각계에 보내 미국의 잘못된 대북정책을 바로잡는 계몽을 하고 있어 해 내외 관심을 모으고 있다.

<##IMAGE##>그는 버시바우 대사가 주한미대사로 부임한 이래 2개월 동안 남북관계 발전에 그의 노력에 기대도 했으나 북을 가리켜 "범죄 정권"이니 달러 세탁이니 뭐니 하면서 북미관계를 악화시키고 남북관계에 해독을 끼치는 사태에 대해 염려하는 글을 발표했다.

박 박사는 또 미 정부는 인권을 말하지만 미 당국이 아브 그레브, 관타나모 등 외국에 소유한 수용소에서 미국에 의해 벌어져 온 고문 등 사태 등을 열거하며 미국 대외 인권정책 문제에 대해 지적하며 이러한 문제들이 완화될 수 있도록 버시바우 대사가 노력해야 된다고 충고하기도 했다.

그는 이어 코리아 반도의 역사적 배경을 설명하고 한반도 비핵화 문제와 평화적인 통일문제에 관련해 미 당국의 향후 활동을 주시하면서 버시바우의 도발적인 대북발언이 또다시 반복되지 않기를 바란다는 내용을 담은 공개편지를 미 언론계를 포함하여 정계, 동포사회 등에 배포하며 미국의 대북정책이 잘못되었다는 여론을 조성하고 있다.

그는 또 지난 해 6자회담이 성공될 수 있는 방향에 대한 영문제안서를 공개적으로 발표하여 미 정계, 학계에 알리는 역할을 했고 지난 미국 대선 때에는 뉴욕타임스에 전면광고를 게재하여 한반도 문제에 대한 미 당국의 잘못된 정책들을 역사적 배경을 설명하여 미국 내 일반대중들에게 알려 커다란 반향을 불러일으킨 바 있었다. 최근에 버시바우 주한미대사의 발언과 관련하여 발표한 영문 공개편지 원문을 아래에 소개한다.


An Open Letter to Ambassador Vershbow
From the Korean American Perspective

December, 2005


The news of your appointment as the US ambassador to the Republic of Korea was received with enthusiasm and great expectations by many Korean Americans, which now number over 1.2 million. They felt that given your highly distinguished service record as the NATO ambassador, you would be an ideal diplomat who could usher in a new age of improved US-North Korea relationships leading to a peaceful and denuclearized Korean peninsula.?

Contrary to these expectations however, your blunt comments about North Korea and unwarranted criticism on South Korea"s policy on inter-Korean matters in the past two months since your arrival to Seoul have become a cause of great concern. In fact, your appointment has come to be viewed as a disappointment by many leaders of the Korean American community.

You called North Korea a "criminal regime," and harshly described its human rights record largely based on defectors" reports. You defended the recent US financial sanctions on North Korea, which derailed the last Six-Party Talks, as being based on alleged money laundering and counterfeiting activities associated with North Korea. These deleterious claims were promptly denied by North Korea. You stunned many South Koreans by criticizing their efforts for South-North rapprochement and by suggesting that their economic aid for North Korea, which they largely view as a humanitarian effort, be tied to the progress of the Six-Party Talks.

Ambassador Vershbow, in the hearts of most Koreans, whether they live in Korea or overseas, the two Koreas are not two different entities foreign to each other, rather it is a single nation with 74 million Korean people, where 24 million of them live in the northern half. To all Koreans, an eventual political and economic reunification of the two halves is imperative, and military conflict between the two is not an option under any circumstance.

Indeed, North Korea is a country in need of change, where a new political and economic paradigm is much sought after. Being under continuous US threat since the end of the Korean War, North Korea is very sensitive about security. They are also sensitive about legitimacy and respectability, which have both been compromised as a consequence of the xenophobia they suffer from external isolation, on-going sanctions, and paralyzing embargos imposed by the US. For positive changes to come about, North Korea needs to be understood, helped and coaxed.

Ambassador Vershbow, South Korea now has a democracy and an admirable human rights record. However, in the past it was not that respectable under the leaderships of Syngman Rhee, Park Chung Hee, Chun Doo Hwan and Roh Tae Woo. During the reign under these dictators, democracy was a title only, and there were innumerable instances of severe human rights violations. Yet, succession of US administrations, without exception, supported and even coddled these dictators. In time, South Korean democracy and human rights were won largely by the blood and tears shed in the streets of its cities by its students and citizens, and not by the support of American idealism.

Ambassador Vershbow, it is a sad commentary on our time that our country, the mighty United States, no longer walks the high ground on areas of human rights, given its record in Abu-Graib, Guantanamo, and various torture detention centers known to exist on many foreign soils. I firmly believe that your tenure as Ambassador provides an opportunity to reverse this severely tarnished human rights record of the United States.?

Ambassador Vershbow, we beseech you to refrain from the use of needlessly provocative rhetoric in dealing with North Korea, and to heed to the collective yearning of the Korean people for the peaceful resolution of the problems in the Korean peninsula, namely, the denuclearization and reunification.

의사인 박문재 박사. 그는 미국시민으로 미당국의 잘못된 정책에 대해 계기마다 일침을 가해 왔다.그는 1933년 7월30일 서울 태생으로 서울고등학교, 연세대 의과대를 졸업(1960년)하고 61년 미보건성(NIH) 장학금으로 도미하여 미네소타 대학에서 신장생리학 연구로 의학박사 학위를 받고 일리노이 대학 의과대에서 교수생활, 68년에 미시간 오클랜드 의대에서 생리학 교수 및 부총장, 그리고 82년에 디트로이트 근교 로체스타에서 개인병원 내과를 개업했다. 그는 또 재미동포전국연합회 의료위원회 위원장으로 활동하면서 4년전에 발족된 <조미의학과학교류 촉진회-U.S.-DPRK Medical Science Exchange>의 회장으로 활동하며 통일운동에 기여해 왔다. 슬하에는 2남(변호사, 미술가), 1녀(보건학 박사)를 두고 있다.
