More "Election Connections" Between Saenuri and NIS to Get Park into Cheong Wa Dae Revealed

Circumstantial evidence continues to surface, suggesting that the government, the ruling party and the National Intelligence Service (NIS) conspired to develop various negative strategies throughout the time that the Lee Myung-bak government and Park Geun-hye government were in office.

The "ruling connection" appears to have simultaneously carried out attempts to distort the minutes of the 2007 North-South Korea summit and to manipulate public opinion with online comments to support President Park Geun-hye's victory in the presidential election.

1) Minutes leaked to the ruling party ahead of the presidential election

It appears the transcript of the summit proceedings reached the ruling party through the NIS and Cheong Wa Dae under the Lee Myung-bak government. The Presidential Archives and the NIS each kept a copy of the original transcript, which was recorded right after the October 4 summit in 2007. Then in 2008 at the one-year anniversary of the summit, former President Roh criticized President Lee Myung-bak's North Korea policy.

Shortly afterwards, a review was conducted on the original transcript. Saenuri lawmaker Chung Moon-hun, who first revealed that former President Roh had said he would not claim the Northern Limit Line (NLL) during the summit with Chairman Kim Jong-il last October, was the secretary to the president for unification under the senior secretary for foreign affairs and security in Cheong Wa Dae when President Lee Myung-bak was in office.

Saenuri lawmaker Kim Moo-sung and Ambassador to China Kwon Young-se, pro-Park Geun-hye figures who served as the general director of Park's camp and the head of its central operations room respectively, are suspected of having accessed the original transcript and the excerpts with help from the NIS prior to the election. 

Kwon had been dispatched to the NIS for three years while serving as a prosecutor, and in 2011-2012, he was the chairman of the parliamentary Information Committee, which oversees the NIS. He is known to have maintained a close relationship with Park Won-dong, formerly a senior director at the NIS, while serving as chairman of the Information Committee. Kim Moo-sung and a senior NIS official who oversaw domestic politics are high school alumni.

2) "Ruling Connection": a two-track response through minutes and online comments

Democratic lawmaker Park Beom-kye further disclosed a recording of Ambassador Kwon Young-se at the regular session of the National Assembly on June 27. According to Park, at a luncheon with acquaintances on December 10, 2012, Kwon said, "Former President Roh told Chairman Kim Jong-il, 'I have done the dirty work as a spokesperson for North Korea when meeting with foreign state leaders. This thing, the BDA (Banco Delta Asia) was a mistake. I also have extremely negative views on imperialism'." 

Kwon also told his associates that he was considering releasing the summit proceedings. On December 14, during a speech in Busan supporting candidate Park Geun-hye, Kim Moo-sung said, "Former President Roh said that the NLL issue had no grounds in international law and that the rationale behind it was unclear. He said it was not an issue of the Constitution."

Kim's words were almost exactly the same as the former president's statement recorded in the excerpts of the summit proceedings. Lawmaker Chung Moon-hun pressured the opposition candidate Moon Jae-in mentioning former President Roh's statement on the NLL. 

Chun Young-woo, the Cheong Wa Dae senior secretary for foreign affairs and security at the time mentioned that he saw the summit minutes during a parliamentary investigation of the Executive Office of the President, giving weight to Chung's argument.

In November 2012, President Park Geun-hye said, "I think it would be best to release the full transcript for the honor of former President Roh," and in December, concerning the controversy surrounding a female NIS agent's online comments, she said, "The Democratic Party has confined the female agent and violated her rights." Circumstances support allegations that the Saenuri Party also conspired with the NIS and systematically responded to the online comment scandal. 

Kim Moo-sung, who was the general director of Park's camp at the time, had a meeting with reporters on the morning of December 16, the day the police announced a report on their "reduced" investigation on the female NIS agent suspected of having violated the National Intelligence Service Act and the Public Official Election Act, and said, "We received information that they discovered no such online comments in the primary investigation." 

The investigation results were released that night. Kwon Young-se, the head of the central operations room of Park's camp at the time tweeted on his Twitter account shortly after the police announcement of the investigation results, "Moon Jae-in criticized Park Geun-hye for groundlessly 'siding with' the suspect, but what are you going to do about the fact that you groundlessly 'confined' an innocent person and assaulted journalists?"

3) Intervened in domestic politics during the 5 years of the MB government

The NIS systematically intervened in various elections from February 2009, when Won Sei-hoon was appointed as the intelligence agency's director, including last year's presidential election. In a meeting with department heads on June 15, 2012, 6 months before the presidential election, Won said, "We must not only eradicate pro-North leftists, but also closely check those who sympathize with them. We must not allow them to set foot in our society." 

Min, the head of psychological warfare at the NIS at the time also said in a meeting of senior officials, "We must stop the pro-North leftists' attempt to establish a progressive government."
Agents responsible for psychological warfare posted online comments ridiculing the social atmosphere at the time, which paid tribute to former President Roh after his death in May 2009.

In June 2011, the NIS drew up a document stating, "Block repeated attacks by spreading word that the leftists' claims on tuition fees are false." In November that year, they also drew up a document titled, "The Status of and Response to the Leftist Administration of the Mayor of Seoul." 

In the document they wrote, "After taking office as the mayor of Seoul, Park Won-soon has misled public sentiment, hindered the stability of government administration, and has provided a foundation for the opposition to grow through leftist and self-righteous administration, such as the expansion of meals provided with taxes, and a huge cut in the tuition of the University of Seoul. Thus it is vital that we develop thorough measures to control his leftist administration."
