President Lee Sejong revisions struck down by National Assembly

South Korean President Lee Myung-bak expressed regret over the National Assembly’s decision to kill his Sejong City Development Plan revisions bill, one of his major projects, but said he will “respect” it and called for an end to long-running political disputes over relocating some government ministries and agencies out of Seoul on June 29.

As the president was on a visit to Panama, the National Assembly voted down the Lee Myung-bak administration’s revision bills to create a business hub in the central province of Chungcheong instead of an administrative city, as initially proposed. The bills were rejected by a vote of 164 to 105 with 6 abstentions.


The rejection was a serious blow to the Lee administration and the ruling Grand National Party (GNP) that is still reeling from its stunning defeat in the June 2 local elections.


Democratic Party spokesman Noh Young-min said that the rejection of the revision bill meant that the Lee Myung-bak administration’s Sejong City Development Plan revisions have finally come to an end. “This is a victory for the people considering the public sentiment expressed toward Lee administration policies in the June 2 local elections.”



The details of the vote gave the ruling party a more fatal blow. A total of 157 of 168 GNP lawmakers participated in the vote, but just 102 voted for the bill.


“This vote indicated that the ruling party‘s seats totaled around 100,” said a senior lawmaker in the GNP. The GNP was split over the Sejong issue, as GNP lawmakers loyal to Lee’s political rival former GNP Chairwoman Park Geun-hye remained opposed.


The opposition parties demanded the resignations of Prime Minister Chung Un-chan and other ministers who are responsible for this bill.


In 2005, then-President Roh Moo-hyun proposed the creation of an administrative city in Sejong City, about 130 kilometers south of Seoul, in a bid to foster balanced development of the country.


Lee, however, pushed for the revision of the plan, saying that bringing corporations, colleges, and science research centers into the region would be better for its future.


A number of local residents and opposition parties engaged in a months-long struggle demanding that president stick to the original Sejong City Development Plan.
