<##IMAGE##> What significance will President Lee Myung-baks statement, made during the World Economic Forum broadcast by the BBC, have upon the current state of affairs on the Korean Peninsula? The core of the statement, that he could meet with North Korean leader Kim Jong-il within the year, was not a message to convey hope, but rather seemed to be a certain type of announcement that an inter-Korean summit might take place.

This assessment appears to be based on the North Korean Foreign Ministry statements of Jan. 11 and 18, routine North Korea-U.S. contacts through the New York channel, and South Korea-U.S. coordination through chief South Korean nuclear negotiator Wi Sung-lacs visit to the U.S. in late January. It should also be seen as a trial period to make an initiative in anticipation of the results of strategic ministerial-level talks between South Korea and the U.S. set for late February, a visit to Seoul by Japanese Foreign Minister Okada Katsuya from Feb. 10 to 11, and a likely visit to China by North Korean leader Kim Jong-il in February.


To begin, the statement Saturday by U.S. Deputy Secretary of State James Steinberg, that the U.S. strongly supports the clear path President Lee has taken, shows the division of roles between the U.S. and South Korea. Officially, the U.S. has this year maintained a hardline position that sanctions will not be lifted unless North Korea returns to six-party talks, which was reitorated in President Barack Obamas State of the Union address last week. The message here for North Korea is that to go to Washington, you must first pass through Seoul. U.S. Assistant Secretary of State for East Asian and Pacific Affairs Kurt Campbell, who visit South Korea in February for strategic talks and to discuss pending issues, has said the U.S. is not interested in holding bilateral talks with North Korea.


In examining the situation from an insiders perspective, however, the U.S. has left the path to talks for a peace treaty open, as demanded by North Korea, and has also persuaded South Korea to agree to this. In response to the statement issued by North Koreas Foreign Ministry offering talks between both countries to create a peace treaty, South Korean Foreign Minister Yu Myung-hwan has responded negatively, saying that North Korea has armed itself with nuclear weapons and is seeking recognition as a nuclear power, so a peace treaty would have no meaning. Following Wis visit to the U.S., however, Washington and Seoul agreed on a plan to hold talks for a peace treaty once North Korea opens talks over denuclearization. As we have seen in a report by the Japanese Yomiuri Shimbun newspaper on Jan. 25, South Korea, the U.S. and Japan appear to be moving in the direction of presenting a comprehensive proposal that would simultaneously address denuclearization, a peace treaty and economic aid for North Korea if it rejoins six-party talks.



The problem, as Unification Minister Hyun In-taek pointed out when he said the ball is in North Koreas court, lies in the way in which North Korean authorities will view this proposal. The Joseon Sinbo newspaper, the organ of the pro-North Korea General Association of Korean Residents of Japan, revealed during the secret talks in Singapore that took place last October that North Korea views relations with the U.S. and South Korea as a political development in which the two wheels are connected together. This is not a talk with the U.S. while isolating South Korea, but rather a strategy of linking inter-Korean relations and relations with the U.S. In fact, North Korea has not suspended talks with South Korea regardless of the situation, including its notification of working-level talks in Kaesong on Monday. Moreover, North Korea, depending upon the progress in the situation, is considering a major decision that would transform the structure of confrontation on the Korean peninsula. What North Korea put on the negotiating table in January was talks between the parties involved to finalize a peace treaty. If South Korea agrees to this, it means that through a bold decision, denuclearization and an inter-Korean summit would be possible.
